The  Himachal Pradesh and Telangana Governments have signed a Memorandum of Understanding (MoU) for the development of two major hydroelectric projects—400 MW Seli and 120 MW Miyad—in Lahaul-Spiti.

The MoU, signed in the presence of Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu and Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, paves the way for these projects on a build-own-operate-transfer (BOT) basis, ensuring long-term benefits for both states.

Sukhu emphasised the strategic shift towards self-reliance, asserting that Himachal Pradesh will no longer allow the exploitation of its natural resources. “Previous governments signed agreements based on their time, but we are ensuring direct benefits for our people,” he stated.

Highlighting the stark contrast between Himachal’s resource wealth and its fiscal status, Sukhu pointed out that while central government entities like NTPC and SJVN have built a ₹67,000 crore empire using Himachal’s water, the state’s annual budget remains at ₹58,000 crore.


With this agreement, Telangana secures renewable energy for its industrial and IT sectors, while Himachal generates revenue and ensures long-term energy independence. The projects will return to the state after 40 years, alongside upfront premiums.
