NTPC, India’s largest integrated power utility, has announced a strategic partnership with US-based Clean Core Thorium Energy (CCTE) to explore advanced nuclear energy solutions. The collaboration focuses on developing and deploying ANEEL (Advanced Nuclear Energy for Enriched Life), a thorium-based fuel for Pressurized Heavy Water Reactors (PHWRs). This initiative is subject to approvals from the respective governments.

As a Maharatna enterprise under the Government of India, NTPC is steering India’s energy transition with a commitment to achieving net zero carbon emissions. While expanding its renewable energy portfolio, NTPC is also venturing into nuclear energy as a reliable and sustainable power source. The partnership with CCTE aligns with NTPC’s strategy to explore innovative collaborations and technological advancements in nuclear energy.
Clean Core Thorium Energy, a leader in thorium-based nuclear fuel technologies, has developed ANEEL fuel by combining thorium with small amounts of enriched uranium. This fuel allows existing PHWRs to utilize thorium, minimizes nuclear waste, and strengthens energy security through domestically available resources. ANEEL fuel also offers enhanced safety, proliferation resistance, and cost efficiency by delivering higher energy output while adhering to existing safety margins.

The collaboration aims to localize the ANEEL fuel production process, establish supply chains for thorium and High-Assay Low-Enriched Uranium (HALEU) in India, and explore uranium procurement backed by sovereign guarantees.
Officials from NTPC and CCTE reiterated their shared commitment to innovation in nuclear energy, marking a significant step toward sustainable energy solutions.
