
Deven Bharti, a 1994-batch Indian Police Service (IPS) officer, has been appointed as the new Commissioner of Police, Mumbai, following the retirement of Vivek Phansalkar. The Maharashtra government announced Bharti’s appointment on Wednesday, marking a strategic move by entrusting the crucial post to one of its most experienced officers.
Bharti, who was serving as Special Commissioner of Police, Mumbai, will be promoted to the rank of Director General (DG) in August. He is scheduled to retire in 2028. Notably, for over 15 years, the post of Mumbai Police Commissioner had been held by an officer of DG rank. However, the state government has now downgraded the post to enable Bharti—currently holding the Additional Director General (ADG) rank—to assume the leadership.
A trusted officer of Chief Minister Devendra Fadnavis, Bharti had earlier served as Joint Commissioner (Law and Order) during Fadnavis’ first tenure as Chief Minister. His longstanding association with Mumbai has seen him serve in various significant positions including Deputy Commissioner of Police (Zone 7), DCP in the Crime Branch, Additional Commissioner (Crime Branch), and Chief of the Anti-Terrorism Squad (ATS).

A native of Darbhanga, Bihar, and a postgraduate from the Delhi School of Economics, Bharti, 56, is widely respected for his deep knowledge of Mumbai’s complex law enforcement landscape. He played a pivotal role in the investigation of the 26/11 Mumbai terror attacks—a case that cemented his reputation for operational excellence and intelligence work. His extensive network and command over the city’s underworld dynamics have been consistently acknowledged by senior law enforcement officials.
