Haryana Chief Minister Nayab Singh Saini presented the state budget for the financial year 2025-26 in the Assembly on Monday, outlining an expenditure plan of Rs 2.05 lakh crore. This budget, reflecting a 13.70% increase from the revised estimates of the previous year, aims to make Haryana “future capable” by prioritizing technological advancement, social welfare, and economic growth.

During his budget speech, CM Saini highlighted that the government received around 11,000 suggestions from various stakeholders, which were taken into account while formulating the financial plan. A significant feature of the budget is the establishment of a new “Department of Future,” designed to spearhead initiatives that will prepare Haryana for emerging challenges and opportunities.

Major Announcements in the Budget


  1. Technological and Economic Growth

    • The Haryana government will launch the Haryana AI Mission with assistance of Rs 474 crore from the World Bank. AI hubs will be established in Gurugram and Panchkula to boost innovation and technological expertise.
    • To support entrepreneurship, a Rs 2,000 crore Fund of Funds will be introduced to encourage private investors to back startups in the state.
  2. Women’s Empowerment and Social Welfare

    • Under the Lado Lakshmi Yojana, Rs 5,000 crore has been allocated to provide monthly financial assistance of Rs 2,100 to women, promoting financial independence.
    • Women entrepreneurs will be eligible for interest-free loans up to Rs 1 lakh, fostering self-employment and business growth.
  3. Agriculture and Rural Development

    • A Horticulture Research Centre will be established in Palwal to enhance agricultural innovation.
    • Farmers opting for alternative crops under the Mera Pani Meri Virasat Yojana will now receive Rs 8,000 per acre, up from the previous Rs 7,000.
    • Subsidies for direct sowing of paddy have been increased from Rs 4,000 to Rs 4,500 per acre, while paddy straw management subsidies have risen from Rs 1,000 to Rs 1,200 per acre.
    • New Centres of Excellence for litchi, strawberry, and date palm will be set up in Ambala, Yamunanagar, and Hisar.
  4. Healthcare, Education, and Employment

    • Plans to set up a medical college in every district to improve healthcare accessibility.
    • Haryana Overseas Employment Cell will be established to create international job opportunities for state youth.
    • Strengthening of the Haryana Skill and Employment Corporation to enhance job creation and vocational training.
    • A target has been set to generate two lakh government jobs over the next five years.
  5. Sports and Youth Development

    • The Khiladi Bima Yojana will provide up to Rs 20 lakh medical insurance to national and international athletes.
    • Five new Sports Excellence Centres will be set up in state universities.
    • Rs 20 crore allocated for Mission Olympics 2036 Vijayi Bhava, aiming to secure 36 medals for Haryana in the 2036 Olympics.
  6. Substance Abuse Prevention

    • The government will establish the Substance Abuse and Narcotics Knowledge Awareness and Liberation Programme Authority with an initial funding of Rs 10 crore to combat drug abuse.
  7. Animal Welfare and Environmental Conservation

    • A cow sanctuary will be established in every district.
    • Rs 5 crore has been set aside for constructing 51 new cow shelter sheds.
  8. Legislative Initiatives

    • The government will introduce a bill to curb illegal migration through unauthorized routes such as the “donkey route” pathway used for migration to the United States.

Former Finance Minister Captain Abhimanyu praised the budget as “historic and people-centric,” emphasizing that it aligns with Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas.” He highlighted its potential to uplift farmers, women, and entrepreneurs while promoting economic growth and social welfare.
