Appointments Committee of the Cabinet

New Delhi, March 24, 2025: The Appointments Committee of the Cabinet has approved the in-situ upgradation of several senior officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India. This upgrade has been granted as a personal measure to the officers by temporarily upgrading the posts they currently hold.

As per the official order issued by the Secretariat of the Appointments Committee of the Cabinet, Ministry of Personnel, Public Grievances, and Pensions, Department of Personnel and Training, the following officers have been upgraded to the Special Secretary level:

  1. Ms. Arti Bhatnagar (IDAS: 1990) – Previously serving as Additional Secretary & Financial Advisor, the Ministry of Commerce & Industry, she has now been elevated to the position of Special Secretary & Financial Advisor in the same ministry.
  2. Ms. Trishaljit Sethi (IPoS: 1990) – The officer, who was serving as Director General (Training), Ministry of Skill Development & Entrepreneurship, has now been upgraded to the rank and pay of Secretary while continuing in the same role.
  3. Shri Sanjay Prasad (IRS-IT: 1990) – Previously Additional Secretary, Department of Expenditure, Ministry of Finance, he has now been elevated to Special Secretary in the same department.
  4. Shri L. Satya Srinivas (IRS C&IT: 1991) – Formerly Additional Secretary, Department of Commerce, Ministry of Commerce & Industry, he has been promoted to the rank of Special Secretary within the same department. Additionally, he will continue to hold the additional charge of Chief Executive Officer, Government e-Marketplace Special Purpose Vehicle, Ministry of Commerce & Industry, until the appointment of a regular incumbent or further orders.

This move comes as part of the government’s ongoing efforts to strengthen its administrative framework by recognizing the expertise and contributions of senior civil servants. Notably, these officers were among those empanelled for Secretary/Equivalent level positions at the Centre earlier this year. The empanelment list, issued on January 6, 2025, also included other senior officials such as Meenakshi Negi (IFoS: 1989: KN), Anand Mohan Bajaj (IA&AS: 1990), and Praveen Vashista (IPS: 1991: BH).

The upgradation of these officers is expected to further enhance governance and efficiency in their respective ministries and departments. With their extensive experience and proven track records, they are well-positioned to contribute to key policy decisions and the effective implementation of government initiatives.
