This centralized portal effectively manages comprehensive data on Nagpur district’s differently-abled population, ensuring precision and accessibility for authorized personnel. The Divyang Unnati Nagpur Portal was officially launched on February 20, 2023, marking a significant milestone in disability welfare management.
Key Institutions and Leadership in Portal Implementation
The portal’s implementation involves pivotal institutions such as the Zilla Parishad, Municipal Corporation, Municipality, Nagar Panchayat, and Gram Panchayat. Coordination and oversight of the portal’s successful rollout are managed by enforcement officers from these local bodies throughout Nagpur.

Problem Statement

Nagpur district faces several challenges in supporting its differently-abled citizens:

• Lack of Comprehensive Data: The district lacks centralised information on the number and demographics of persons with disabilities, including the recently notified 21 types of disabilities. This absence hinders targeted support, policy formulation, and effective resource allocation.
• Incomplete Rural Data: Information about the disabled and their requirements in rural areas was fragmented and incomprehensive.
• Inadequate Information for Schemes: Available data did not reflect the new classifications of disabilities, hindering the effective provision of government schemes. Further, this resulted in citizens also not being aware of the benefits.
• Healthcare Accessibility: Access to specialized healthcare services, including assistive devices for differently-abled individuals was seen to be limited.
Key Attributes and Accomplishments of the Divyang Unnati Portal
• Comprehensive Data Collection and Targeted Support: The portal has registered over 34,000 differently-abled individuals encompassing all 21 disability categories, enabling detailed data collection essential for organizing specialized targeted support initiatives. With the data received, interventions could be planned at the taluka level to reach the beneficiaries in a targeted manner.
• Enhanced Healthcare Access with UDID Card Distribution and Taluka Camps: Using the data received from the Divyang Unnati Portal, camps were organised across talukas to give the benefit of UDID cards, and health checkups to the individuals identified by the surveyors.
• Efficient Registration and Certification: Achieved 100% registration of disabled individuals, with streamlined processes for issuing disability certificates, ensuring swift access to government benefits and schemes.
• Centralized Information Hub: Integrate data from all local government bodies (Zilla Parishad, Mahanagar Palika, Nagar Palika, Nagar Panchayat, Gram Panchayat) onto a unified platform to provide a comprehensive database for effective planning and resource allocation.
• Independent Login Dashboard and Paperless Processes: Each user has a personalized login, allowing them to update their information and stay informed about relevant schemes and policy changes easily. The portal facilitates 100% paperless application processes for various schemes, simplifying access and increasing operational efficiency.
• Access to Scheme Details and Government Resolutions: Users can access detailed information about various government schemes, benefits, and updates relevant to them, enhancing transparency and accessibility. The portal also provides the latest government resolutions, ensuring that users are always informed about new policies and changes.
• Empowerment Through Information and Enhanced Accessibility: By providing centralized and easy access to vital information, the portal empowers differently-abled individuals to make informed decisions about their lives and the benefits they are entitled to. The portal eliminates the need to visit multiple offices, ensuring all necessary information and updates are easily accessible.
• Robust Reporting Capabilities: The portal features an advanced reporting system that generates detailed reports specific to talukas and types of disabilities. This helps local administrators gain valuable insights for targeted support and intervention.
• Simplified Swavalamban Card Acquisition: Streamlined the application process for Swavalamban cards, crucial for accessing government services and entitlements, ensuring ease of acquisition for all eligible individuals.
• Support Systems and NGO Collaboration: The portal includes an interactive helpline and support system for real-time assistance and guidance. In the future, we will register NGOs on the portal will provide additional support and collaboration, further enhancing the range of services available to users.
• Employment Opportunities: The portal provides information on vocational training and employment opportunities specifically designed for differently-abled individuals, promoting economic empowerment. It also includes a feedback mechanism for continuous improvement and ensures robust data security and privacy.
• Enhanced Healthcare Access: Enabled seamless referral services for necessary treatments through various government schemes, ensuring prompt medical support for the disabled community.
• Tailored Support Services: Introduced demand-based reporting mechanisms to cater to individual needs, facilitating personalized support such as medical equipment, assistive devices, and other essential services, thereby enhancing quality of life and promoting inclusivity.

Training and Promotion
To ensure the effective use of the Divyang Unnati Portal, extensive training programs were conducted. Five offline master training sessions provided detailed knowledge and practical skills to officers and employees of Zilla Parishads, Municipal Corporations, Municipalities, Nagar Panchayats, and Gram Panchayats. Additionally, 16 online training sessions were held to reach a broader audience, including Gram Panchayat Sachivs, Municipal Corporation, Municipality and Nagar Panchayat data entry operators, ASHA workers, and Anganwadi Sevikas.
Simultaneously, a robust promotional campaign was launched using newspapers, radio, hoardings, banners, and other media. The campaign aimed to raise awareness about the portal’s features and benefits, educating stakeholders on how to utilize its resources effectively. These efforts ensured the widespread adoption and successful operation of the Divyang Unnati Portal across the Nagpur district.
