In a significant administrative reshuffle, Dr. Madhu Rani Teotia, a 2008-batch IAS officer, has been appointed as Secretary to Delhi Chief Minister Rekha Gupta. Additionally, IAS officers Sandeep Kumar Singh and Ravi Jha (both 2011 batch) have been designated as Special Secretaries to the Chief Minister.

Dr. Madhu Rani Teotia, an AGMUT cadre officer, is widely recognised for her sharp administrative acumen, integrity, and commitment to public service. A homoeopathic doctor by qualification, she later pursued a management degree before joining the Indian Administrative Service in 2008.
Teotia’s name came into the national spotlight following the tragic murder of her husband, IPS officer Narendra Singh, in 2012. Singh, a fearless officer known for cracking down on illegal mining in Morena, Madhya Pradesh, was brutally killed by the mining mafia—run over by a tractor-trolley. The shocking incident sparked outrage and fear within law enforcement circles.

Just days after Singh’s murder, Teotia gave birth to their child. Determined to seek justice, she demanded a CBI inquiry into her husband’s killing, which was later approved. Recognizing the gravity of the situation, the Central Government granted her a cadre change, transferring her from Madhya Pradesh to the AGMUT cadre.
Before taking on her new role in Delhi, Dr. Teotia served as Additional Chief Executive Officer at the National Health Authority (NHA) under the Union Ministry of Health and Family Welfare. Her tenure at NHA focused on healthcare reforms, making her well-equipped to bring her expertise to the Delhi Chief Minister’s Office.

Her appointment underscores the Delhi government’s confidence in her leadership and governance capabilities as she steps into a crucial role amid the capital’s evolving administrative landscape.
