
The Uttar Pradesh Government has approved the Appointment Rules, 2024, establishing a new framework for an independent and transparent selection process for the position of Director General of Police (DGP). This process will now be overseen by a committee led by a retired high court judge, marking a shift from the previous practice of sending nominations to the Union Public Service Commission (UPSC).
Cleared in a cabinet meeting on Monday, the new rules aim to ensure the selection of the DGP is devoid of political or executive influence, aligning with Uttar Pradesh’s unique policing requirements. According to the guidelines, the selection committee will include the chief secretary, a UPSC nominee, the chairperson or nominee of the Uttar Pradesh Public Service Commission, the additional chief secretary or principal secretary of the Home Department, and a retired state DGP.
To qualify, candidates must have a minimum of six months of service remaining as of the vacancy date and be currently serving in a DG role at Level 16 of the Pay Matrix. The new rules also adhere to the Supreme Court’s directives concerning the dismissal of a DGP before the end of their two-year term, specifically in cases of criminal charges, corruption, or underperformance.

These regulations follow the Supreme Court’s mandate in Prakash Singh and Others vs Union of India, which called for reforms to insulate police leadership from external pressures, protect citizens’ rights, and uphold the rule of law.

Commenting on the development, Samajwadi Party president Akhilesh Yadav questioned if this move was an attempt by the state government to centralize control, steering authority away from the Union government.
