India has taken a significant step toward promoting clean energy in the Indo-Pacific with the signing of a Project Implementation Agreement (PIA) between the Ministry of External Affairs (MEA) and the International Solar Alliance (ISA). This initiative aligns with the Quad Climate Working Group’s agenda to address energy challenges and foster sustainable development through solar energy projects in Fiji, Comoros, Madagascar, and Seychelles.

The agreement, signed on November 26, 2024, builds on commitments made in the Wilmington Declaration during the Quad Leaders’ Summit in Delaware, USA, in September 2024. The declaration highlighted the Quad nations’—India, the United States, Japan, and Australia—shared objective of driving clean energy investments and establishing resilient energy supply chains.

Under the initiative, India has pledged $2 million to fund solar projects that address critical energy issues in the recipient countries. Key projects include:

  • Solar-Powered Cold Storage: Preventing post-harvest losses of agricultural produce.
  • Solarized Healthcare Centers: Ensuring uninterrupted energy for health facilities in regions with limited grid power.
  • Solar Water Pumps: Enhancing irrigation in remote areas without reliable energy access.

These projects, managed by the ISA, are expected to improve energy security, generate employment, and enhance living standards in these nations.


Countries like Fiji, Comoros, Madagascar, and Seychelles face challenges with unreliable electricity, hindering agricultural and healthcare services. Solar energy offers a sustainable solution to bridge this gap while mitigating climate change impacts. By improving energy access, the initiative aims to enhance economic development, foster local job creation, and support global climate goals.

The Quad’s Wilmington Declaration emphasizes the importance of collaborative efforts to accelerate clean energy transitions. The agreement between India and ISA operationalizes this vision by addressing the specific energy needs of smaller Indo-Pacific nations, reflecting India’s leadership in renewable energy innovation.

The ISA, as the implementing agency, will work closely with local governments to design and deploy tailored solar energy solutions. Expected outcomes include reduced agricultural losses, improved healthcare delivery, and enhanced irrigation capabilities.

This initiative not only underscores India’s commitment to combating climate change but also strengthens its role as a global leader in renewable energy. By fostering international partnerships and driving sustainable development, India and the ISA are paving the way for a greener and more equitable future in the Indo-Pacific.
