Vivek Joshi


Senior Indian Administrative Service (IAS) officer Vivek Joshi has officially taken charge as the Chief Secretary of Haryana. His appointment comes in the wake of the retirement of T.V.S.N. Prasad, who vacated the position on October 31. Until Joshi assumes his responsibilities, Anurag Rastogi, a 1990-batch IAS officer, will continue to serve as the acting Chief Secretary.

Vivek Joshi, a distinguished member of the 1989 batch of IAS, previously held the position of Secretary in the Department of Personnel and Training (DoPT) within the Central Government. In response to a formal request from the Haryana government, the Appointments Committee of the Cabinet (ACC) approved his repatriation to his parent cadre, Haryana, on October 26, thereby facilitating this key appointment.


As the Chief Secretary, Joshi will oversee a wide array of critical governmental functions, including general administration, human resources, personnel and training, parliamentary affairs, and vigilance. Additionally, he will assume the role of Secretary in charge of plan coordination, where his extensive expertise and experience are expected to significantly enhance the efficiency and effectiveness of these departments.

Vivek Joshi was born on May 21, 1966, in Uttar Pradesh. He completed his undergraduate studies in Mechanical Engineering at the Indian Institute of Technology (IIT) Roorkee and subsequently earned a Post Graduate Diploma in International Trade from the Indian Institute of Foreign Trade (IIFT), New Delhi. Furthering his academic pursuits, Joshi attained both an MA and a PhD in Domestic Economics from the Graduate Institute of International and Development Studies.

This appointment is reflective of a broader trend observed within the Indian administrative framework, wherein senior IAS officers are being repatriated to their home states for critical leadership roles. Notably, in January 2024, Sudhansh Pant, previously Secretary of the Union Ministry of Health, was appointed as Chief Secretary of Rajasthan following his repatriation. Similarly, Manoj Ahuja returned to Odisha to serve as Chief Secretary and Anurag Jain was appointed as Chief Secretary of Madhya Pradesh, following similar repatriation processes earlier this year.
