
Bhalchandra Chavan, an IAS officer from the 2019 batch (non-state civil service), has been appointed as the Commissioner of the Groundwater Surveys and Development Agency in Pune. Prior to this, he served as the Secretary of the Maharashtra State Child Rights Commission in Mumbai and as the Chief Accounts and Finance Officer for the Nashik District Council.
Chavan is the first officer from the Nashik District Council to be selected for the IAS, having cleared the UPSC exam for non-civil service officers in November 2023.

In a concurrent appointment, Swati Pandey (IPSO), a seasoned officer from the Indian Postal Service, has been posted as the Secretary of the Maharashtra State Commission for Protection of Child Rights in Mumbai. With over 26 years of experience, she has held key roles in logistics, finance, and public policy across sectors, including the Department of Atomic Energy, the Ministry of Information & Broadcasting, and India Post.

Her diverse expertise includes risk management, e-commerce, HR policy formulation, and social inclusion. She is also recognised for her contributions to the film industry, having received a National Film Award.
