In a significant overhaul of the central secretariat recently, the Central Government implemented a series of high-level changes, promoting five officers to the secretariat while leaving only four secretary-rank positions unoccupied.

Here are the key appointments:

Apurva Chandra: The 1988 batch IAS officer of Maharashtra cadre, formerly Secretary of the Ministry of Information & Broadcasting, has been elevated to Secretary of the Department of Health and Family Welfare.


Sukhbir Singh Sandhu: A retired 1988 batch IAS officer of Uttarakhand cadre and former Uttarakhand Chief Secretary, has been appointed as Secretary to the Lokpal on a contractual basis for one year.

Raj Kumar Goyal: The 1990 batch IAS officer of UT cadre has been appointed as Secretary of the Department of Border Management within the Ministry of Home Affairs.


Niten Chandra: Another 1990 batch IAS officer, who previously served as Secretary of the Department of Legal Affairs within the Ministry of Law & Justice, has been appointed as Secretary of the Department of Ex-Servicemen Welfare within the Ministry of Defence.

K Moses Chalai: Also a 1990 batch IAS officer, previously Secretary of the North Eastern Council Secretariat under the Ministry of Development of North Eastern Region, has been appointed as Secretary of the Inter State Council Secretariat within the Ministry of Home Affairs.

Additionally, Anil Malik, a 1991 batch IAS officer of Haryana cadre, has been appointed as Secretary of the Ministry of Women and Child Development, replacing Indevar Pandey upon his superannuation.

Sumita Dawra (IAS: 1991: AP) has taken over as Secretary of the Ministry of Labour and Employment, succeeding Arti Ahuja upon her superannuation.

Vijay Kumar (IAS: 1992: UT), who served as Special Secretary in the Ministry of Cooperation, has been temporarily upgraded to Chairman of the Inland Waterways Authority of India within the Ministry of Ports, Shipping, and Waterways.

Ashish Kumar Bhutani (IAS: 1992: AM) has been appointed as Secretary of the Ministry of Cooperation.

Sanjay Jaju (IAS: 1992: TG) has been appointed as Secretary of the Ministry of Information & Broadcasting.

Moreover, several officers have been upgraded to the level of Special Secretary:

P Daniel (IDES: 1989), Secretary of the Central Vigilance Commission.
Rashmi Chowdhary (IRPS: 1989), Secretary of the Central Information Commission, Department of Personnel and Training.

A Neeraja (IFoS: 1990: UP), Additional Secretary of the Department of Fertilizers.

Shyam Bhagat Negi (IPS: 1990: HP), Additional Secretary of the Cabinet Secretariat (SR).

The Appointments Committee of the Cabinet (ACC) has also approved Reeta Vasishta’s appointment as Member Secretary of the 22nd Law Commission of India, in charge of the Central Agency Section within the Ministry of Law & Justice.
