Gupteshwar Singh of Bankat village, a farmer from Bihar, with an average annual income of merely INR 60,000, was ordered to pay a sum of INR 1 crore to know how Public Distribution System dealers distributed kerosene oil and food articles over the past few years.

Not only the Bihar's supply department in Patna but even the District Supply Officer (DSO), who had been directed by the State Information Commission (SIC) to provide the services to the petitioner free of cost, also sought INR 1 crore from the government towards complying with the need to provide this service. Its been over seven months but no information has been provided to the farmer as yet, as against the stipulated 30-day deadline under the Right to Information (RTI).
