Naya Raipur is a planned city of 21st Century, focussed on socio-economic and cultural life of Chhattisgarh. The new city is eco-friendly integrated with inspiring landscape. It has ancient, healthy and modern way of life where traditional values hold a big significance, writes Gopi Krishna Arora of Elets News Network (ENN).

Origin of Naya Raipur

Named after its 36 historical forts, Chhattisgarh, the country’s 17th most populated State came into existence on 1st November, 2000. Initially, Raipur was named its capital but soon, a need for a more dedicated and modern administrative block was felt.


Hence, the development plan for an integrated Smart City came into existence to ensure formation of a new capital city.

The process of its development was commenced by Naya Raipur Development Authority (NRDA). It comprises 41 villages under its jurisdiction which consists three layers of Smart City development. It also has 95 square km comprising a dedicated green belt. The new city also has a peripheral region covering 130 sq km, 12 sq kms, dedicated to Raipur and Naya Raipur international airport.


The city earned its Greenfield tag as it has a green, cross connected walking belt running across the length and breadth of the city.

The linear design of the city allowed the construction of an urban transport project including Naya Raipur’s Bus Rapid Transit System (BRTS) as well. The city also has plans for underground utility corridor for all the infrastructure services. Optical fibre network is already laid along all the major roads to act as a backbone for smart infrastructure.

To take the city to the next level, Information and Communication Technology (ICT) based initiatives have been taken wherein in the first phase utility Supervisory Control and Data Acquisition (SCADA) for water supply, electrical network and sewerage is done. Streetlight network is controlled through GPRS to be integrated with Smart City network.

Naya Raipur has 8,000 hectares of developmental potential. A planned city for more than 5.6 lakh people, it has a proposal to have 100 km of four-to-six lane roads.

“Clean potable water is supplied 24X7 via a fully pressurised hydro pneumatic pumping system sourced through a 52 MLD Water Treatment Plant. It is a zero discharge city with four decentralised STPs. The recycled water is used for watering the greens of the city. It has 72 km of centrally controlled smart LED street lighting. It has an intelligent public transport system with 13 BRT depots and 30 BRT buses,” said Mukesh Bansal, Chief Executive Officer, Naya Raipur Development Authority (NRDA).

More than Rs 8,000 crore of investment has been already made in the city and another Rs 20,000 crore investment is in the pipeline.

“Our ICT intervention for Smart City project consists of six verticals. One is the utility management wherein Supervisory Control and Data Acquisition (SCADA) for water supply, electricity and sewerage is there. The other is city surveillance system wherein CCTV cameras are to be installed. Then we have Integrated Traffic Management System (ITMS) . We have already started IT-enabled BRT corridor in the city. We have online tracking of buses, electronic ticketing. This will be linked to the main Control and Command centre,” said Salil Srivastava, Engineer-inChief, Naya Raipur Development Authority.

“The most important part is the e-governance part. So every citizen of Naya Raipur is connected to the government through e-platforms. Every citizen will be linked to Naya Raipur through Aadhaar soon.”

Connectivity

A new rail line is proposed in Naya Raipur which will connect it with the main Howrah-Kolkata rail line at Raipur city. The proposed railway stations are Raipur, Udyog Nagar, Central Business Street and Purkhauti Muktangan.

Integrated Transport Network

The BRTS is with a real time status update. It has the ticketing and boarding similar to Metro stations. Development of transit oriented zones is also taking place. There is approximately 54 km of cycle tracks and pedestrian walkways. There are separate bus lanes for BRT buses in Naya Raipur. The bus shelters are also differently-abled friendly. There is also public bike sharing system and an Intermediate Public Transport system.

Health Sector Naya Raipur will become future Health Hub of India providing range of health services such as Super Speciality Hospitals, Medical Colleges, Clinics etc. NRDA further intends to attract private sector players to invest in bouquet of health services.

Some very big super speciality hospitals are coming up in Naya Raipur. Also. The city already boasts of Sri Sathya Sai Sanjeevani Hospital built by Sri Sathya Sai Charitable trust and is located in Sector 2 of the city. It is already operational and provides free of cost service to children with heart ailments. India’s premier All India Institute of Medical Sciences (AIIMS) research and outreach centre is based in Sector 17. There is a 10-bedded Government hospital and Vedanta Super speciality Hospital is in the process of commissioning its premises soon in Sector 36.

Central Business District (CBD)

CBD is the lifeline of the city. The area near the Ekatm Path has been strategically planned as business hub of Naya Raipur. The authority has come up with commercial and retail towers in the heart of this CBD. It has a unique feature of pedestrian walkway lined with informal and formal retail with recreational facilities. It is well connected with BRTS, railways and NMT.

Film City and Amusement Park

Located in Sector 39, one of the most scenic sectors with Jhanj lake at the focal point has the potential of becoming an entertainment destination. A film city will be developed on an area of 89 acres and a world class amusement park will be established on an area of 52 acres. The driving theatre is also to be developed in sector 24 of 3 acres.

“The Naya Raipur is located in natural surroundings. It has been envisaged as a lively, vibrant city equipped with state-of-the-art physical, social and economic infrastructure,” added Bansal.

Naya Raipur Development Authority (NRDA) has awarded land to premier real estate players like Avinash Group, Parthivi Group, Aarti Group, GT Homes, etc, for development of different residential zones in the city.
