
The Ministry of Home Affairs (MHA) has announced the appointment of senior IAS officer Khilli Ram Meena (1993-batch, AGMUT cadre) as the new Chief Secretary of Mizoram. Meena succeeds Renu Sharma (1988-batch IAS officer, AGMUT cadre), who retired on October 31, 2024. In the interim, H Lalengmawia (2005-batch IAS officer, AGMUT cadre) had been handling additional responsibilities as acting Chief Secretary.
Meena’s appointment follows his repatriation to the AGMUT cadre upon MHA’s request on November 16, 2024. Before this, he served as Additional Secretary in the Ministry of Minority Affairs. The Mizoram government had recommended Vumlunmang Vualnam (1992-batch IAS officer, Manipur cadre) for the Chief Secretary position, but the MHA declined the proposal. Vualnam is currently the Secretary of the Ministry of Civil Aviation.
In a related development, Chandra Bhushan Kumar (1995-batch IAS officer, AGMUT cadre) has been appointed Chief Secretary of Andaman & Nicobar Islands. He succeeds Keshav Chandra (1995-batch IAS officer, AGMUT cadre), who has been transferred to Delhi as Chairman of the New Delhi Municipal Council (NDMC). Kumar’s appointment was confirmed by the MHA on November 21, 2024, following his repatriation to the AGMUT cadre on November 16.

Before his current role, Kumar served as Additional Secretary and Mission Director for the Jal Jeevan Mission under the Department of Drinking Water & Sanitation.
