The Union Cabinet, chaired by Prime Minister Narendra Modi, on 28 October approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY), a centrally sponsored scheme that aims to turn Gram Panchayats into data-driven hubs of local planning. The scheme will run from 2026-27 to 2030-31, in step with the Sixteenth Finance Commission period.

The total outlay is ₹7,395.55 crore, with the Centre contributing ₹4,869.48 crore and States ₹2,526.07 crore. Around 32 lakh elected representatives, along with Panchayat functionaries, across more than 2.55 lakh Panchayats and traditional local bodies will be direct beneficiaries.

One digital platform for village planning

At the heart of PM VGSY is a common digital platform that brings the planning processes of Central ministries and State departments together with village priorities. Building on the existing eGramSwaraj portal and e-Panchayat systems, the platform will show, for each Gram Panchayat, information on government schemes, beneficiaries, benefits, community assets and available resources.

The scheme targets preparation of 2.55 lakh holistic Gram Panchayat Development Plans (GPDPs) every year on eGramSwaraj, so that Panchayats and line departments can spot gaps, align interventions and make better use of funds, including Central Finance Commission grants. Existing departmental delivery arrangements for individual schemes will continue.

Online audits and own revenue

PM VGSY also aims to support at least 2.55 lakh online audit plans a year through AuditOnline, with timely completion of the corresponding audits. Alongside online accounting and public disclosure, the scheme will push Panchayats to mobilise more Own Source Revenue and become financially self-reliant.

The timing matters: the Sixteenth Finance Commission has recommended around ₹4.35 lakh crore in grants for Rural Local Bodies over 2026-27 to 2030-31, and the government sees stronger planning and accounting capacity as essential to using that money well.

AI-enabled outreach in 17 languages

For citizen engagement, the scheme will use existing training, digital and outreach platforms, including PANCHAM, an AI-enabled, multilingual, two-way communication platform that works in 17 Indian languages. Each coordinated awareness exercise is meant to reach at least one crore citizens, with Gram Sabhas serving as the forum for discussing how national initiatives play out locally.

Capacity building is a core component: elected representatives and functionaries will be trained in using digital platforms, interpreting scheme and resource data, planning and communicating with citizens.

Implementation

The scheme covers all States and Union Territories, including traditional local bodies in non-Part IX areas where Panchayats do not exist. States and UTs will submit Annual Action Plans for appraisal by a Central Empowered Committee. No permanent posts will be created, though need-based contractual staff may be engaged at State, district and block levels for technical support.

Why it matters

India has spent a decade digitising Panchayat accounts, plans and audits through eGramSwaraj and AuditOnline. PM VGSY tries to move the next step: from Panchayats recording data to Panchayats using it, with cross-departmental information in one place, AI-assisted outreach in local languages, and audit discipline tied to rising Finance Commission flows. How well district and block teams support adoption will decide whether the platform becomes a planning tool or another reporting layer.
