Mahanagar Telephone Nigam Limited (MTNL) has appointed K. Balaji, Joint Secretary (Administration) in the Department of Telecommunications (DoT), as the Government Nominee Director on its Board with effect from July 8, 2026.
The appointment was disclosed through a regulatory filing to the Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE) in compliance with SEBI’s Listing Obligations and Disclosure Requirements (LODR) Regulations.
Experienced IAS Officer Joins MTNL Board
K. Balaji is a 2010-batch Indian Administrative Service (IAS) officer of the Uttar Pradesh cadre. Before joining the IAS, he was selected to the Indian Police Service (IPS) in 2009.

He is currently serving as Joint Secretary (Administration) in the Department of Telecommunications, Ministry of Communications, a position he assumed in April 2026.
Diverse Administrative Experience
Over the course of his career, K. Balaji has held several important administrative assignments at both the state and central levels.
His previous roles include:
- District Magistrate of Auraiya, Ghazipur and Meerut.
- Managing Director, Purvanchal Vidyut Vitaran Nigam Limited.
- Director, Sixteenth Finance Commission.
- Director, Ministry of Home Affairs.
His experience spans public administration, finance, infrastructure, disaster management and telecommunications.
Key Responsibilities on MTNL Board
Following his appointment, K. Balaji has also been assigned responsibilities on important board committees.
He has been appointed as:
- Member of the Audit Committee
- Chairman and Member of the Stakeholders’ Relationship Committee
These assignments are expected to strengthen governance and oversight within the company.
Strong Academic Background
K. Balaji holds a Bachelor’s degree in Electronics and Communication Engineering from the College of Engineering, Guindy, completed in 2006.
During his tenure in various government departments, he has worked on policy matters related to local body finances, disaster management, fiscal assessments, citizenship and immigration, and telecommunications administration.
Strengthening Corporate Governance
MTNL stated that K. Balaji is not debarred by SEBI or any other regulatory authority from serving as a director. The company also confirmed that he does not hold shares in MTNL, has not resigned from the board of any listed company during the past three years, and will not receive sitting fees for serving as Government Nominee Director.
In addition to MTNL, he also serves on the board of Bharat Sanchar Nigam Limited (BSNL).
