The Delhi Government is set to introduce a comprehensive digital land records system through the proposed Delhi Land Records Bill, 2026, with plans to issue a unique Property Aadhaar Card for every property in the national capital. The initiative aims to modernise property records, improve transparency and simplify ownership verification for citizens.
Chief Minister Rekha Gupta announced that the new framework will build a reliable digital identity for every property, similar to how Aadhaar serves as a trusted identity for individuals.
Digital Identity for Every Property
As part of the initiative, every residential, commercial and other category of property in Delhi will undergo a scientific survey. Based on the survey, a comprehensive digital record will be created, and each property will receive a unique Property Aadhaar Card.
The government believes the system will help create an accurate and transparent database of land and property records across the city.
Land Records Bill to Strengthen Property Governance
The proposed Delhi Land Records Bill, 2026 is expected to provide the legal framework for implementing the digital property record system.
According to the Chief Minister’s Office, the draft legislation is likely to be placed before the Delhi Cabinet soon. While it may not be introduced during the upcoming Monsoon Session of the Assembly, the government plans to bring it before the legislature in a special session at a later stage.
Once enacted, the law will pave the way for a city-wide survey and digitisation of land records.
Expansion After Successful SVAMITVA Pilot
The initiative builds on the successful implementation of the SVAMITVA pilot project in 30 rural villages of Delhi, where smart property cards were prepared using drone surveys and technical support from the Survey of India.
Encouraged by the results, the government now plans to extend the exercise across the entire National Capital Territory.
Unlike the pilot, which focused on rural villages, the new programme will include urban residential, commercial and mixed-use properties.
Comprehensive Digital Survey Planned
Under the proposed system, authorities will conduct a scientific survey of every property in Delhi.
The digital records will capture details of every floor in every building, ensuring complete documentation of property ownership and related information. Officials said the exercise aims to leave no property outside the digital land records framework.
Easier Property Transactions and Fewer Disputes
Chief Minister Rekha Gupta said the absence of a modern land records system has created difficulties for property owners over the years, particularly in matters such as ownership verification, inheritance, loan approvals, building permissions and legal disputes.
With authenticated digital records, the government expects property transactions to become more transparent and efficient while reducing ambiguity over ownership.
The initiative is also expected to help minimise land-related disputes and simplify administrative processes for citizens.

The proposed Property Aadhaar Card system reflects the Delhi Government’s broader efforts to modernise governance through technology.
