IAS Rajesh Pandey Assumes Charge as Chairman of Damodar Valley Corporation

Senior IAS officer Rajesh Pandey has officially assumed charge as the 51st Chairman of Damodar Valley Corporation (DVC), marking a new chapter in the leadership of the public sector power utility. A 1995-batch IAS officer of the West Bengal cadre, Pandey brings with him more than three decades of administrative experience across governance, infrastructure and the power sector.


His appointment is expected to support DVC’s ongoing efforts to strengthen power generation, transmission and regional infrastructure development.

Brings Over Three Decades of Administrative Experience

During his career in the Indian Administrative Service, Rajesh Pandey has held several important positions in the Government of West Bengal. He has served as Additional Chief Secretary in departments including MSME & Textiles, Personnel & Administrative Reforms, Sports and Youth Services, and Cooperation. He also served as Secretary, Consumer Affairs Department, where he was involved in policy implementation and administrative reforms.


His experience spans multiple sectors, including public administration, industry, energy and governance.

Strong Background in the Power Sector


Before taking charge at DVC, Pandey served for over five years as Chairman and Managing Director of West Bengal State Electricity Distribution Company Limited (WBSEDCL). During this period, he also held additional responsibilities as Chairman of New Town Electric Supply Company Limited (NTESCL) and Managing Director of West Bengal State Electricity Transmission Company Limited (WBSETCL).

He was also associated with Durgapur Projects Limited (DPL) as a Director and served as a member of the governing body of the West Bengal Renewable Energy Development Agency (WBREDA), contributing to power distribution, transmission planning and renewable energy initiatives in the state.

Academic and International Credentials

Rajesh Pandey graduated with a B.Tech (Honours) in Mechanical Engineering from IIT Kharagpur in 1993. In 2008, he was selected as a Fulbright Fellow for Leadership Development and later completed a Master’s in Public Policy and Management from Carnegie Mellon University, USA, in 2010.

His academic background, combined with extensive administrative experience, has equipped him to lead large public institutions and oversee complex infrastructure projects.

Leadership at DVC

As Chairman, Rajesh Pandey will oversee the operations of the Damodar Valley Corporation, which plays a key role in power generation, transmission, flood control, irrigation and water resource management across Jharkhand and West Bengal.

His appointment comes at a time when DVC is expanding its energy portfolio and modernising infrastructure to meet growing electricity demand. The organisation is expected to benefit from his experience in public administration and the power sector as it continues to implement major development and sustainability initiatives.
