Shri N. Chandrababu Naidu, Hon’ble Chief Minister of Andhra Pradesh, shares his vision for Swarna Andhra 2047, in an exclusive interaction with Muskan Jaiswal of Elets News Network (ENN).


Andhra Pradesh is being positioned as a model of inclusive and sustainable growth. What is your long-term vision for the state, and how do you see it emerging as a global hub of opportunity in the decade ahead?

My long-term vision for the state of Andhra Pradesh, ‘Swarna Andhra 2047, ‘ is rooted in the principles of inclusive growth, sustainable development, and global competitiveness. We are not just building infrastructure – we are building futures. Andhra Pradesh is being positioned as a model state where every citizen, regardless of background, has access to opportunity, dignity, and prosperity. Over the next decade, I envision Andhra Pradesh emerging as a global hub of opportunity in the following ways.


Economic Empowerment through Entrepreneurship


We are nurturing a vibrant ecosystem for startups and MSMEs, especially focusing on women and youth. Our goal to create 1 lakh women entrepreneurs by March 2026 is just the beginning. We aim to make entrepreneurship a household aspiration.

Green and Sustainable Development


Andhra Pradesh is already a frontrunner in India’s green transition. From renewable energy parks to climateresilient agriculture, we are investing in technologies and policies that protect our environment while powering our economy.

World-Class Infrastructure

With strategic investments in ports, airports, highways, and digital connectivity, we are transforming Andhra Pradesh into a logistics and industrial powerhouse. Our cities are being reimagined as smart, inclusive urban centers.

Human Capital and Education

We are reforming education to align with global standards—focusing on digital literacy, vocational training, and innovation. Initiatives such as Ratan Tata Innovation Hub (RTIH) for our youth will be equipped not just for jobs, but for leadership in the global economy.

Inclusive Governance and Welfare

Every policy we implement is guided by equity – ensuring no one is left behind. From housing to healthcare, technology is driving transparent, efficient service delivery. Andhra Pradesh leads by example:

  •  First in India to offer 161 essential services via WhatsApp Governance through the Mana Mitra platformmaking governance accessible at citizens’ fingertips.
  •  Transitioning to 100% AI-powered Real-Time Governance, integrating departmental data into a unified State Data Lake for predictive, proactive decision-making.
  •  Pioneering the P4 model-PublicPrivate-People Partnerships—to uplift underprivileged families and saturate housing and sanitation infrastructure by 2028, ensuring inclusive development at scale.

The focus of this summit is reimagining public finance. How do you believe fiscal reforms and prudent financial management can serve as powerful instruments to accelerate growth while ensuring transparency and equity?

For a newly formed state like Andhra Pradesh, fiscal prudence is not a choice; it is a necessity. Post-bifurcation, we inherited a disproportionate share of liabilities, lost access to Hyderabad, the economic engine of the erstwhile united state, and were left with a fragile revenue base. The result: a chronic revenue deficit and mounting debt that severely constrained our development ambitions. The debt burden ballooned from 2019-2024, driven by mismanagement and off-budget borrowings.

In this context, fiscal reforms are our most powerful instruments to restore trust, accelerate growth, and ensure equity. We are implementing:

  •  Outcome-based budgeting to align spending with measurable impact.
  •  AI-powered financial analytics to forecast risks and optimize allocations.
  •  Transparent debt management to reduce off-budget liabilities.
  •  Digital public finance systems to eliminate leakages and improve accountability

Our vision is clear: Every rupee must serve the people, build assets, and empower the future. Andhra Pradesh is committed to turning fiscal adversity into a model of resilience and reform.

With one of India’s longest coastlines, multiple operational ports, and growing air connectivity, Andhra Pradesh holds a unique strategic advantage. How do you intend to leverage these strengths to attract global investment and expand the state’s role in international trade?

Pradesh is strategically positioned to lead India’s industrial resurgence. With three major industrial corridors- Krishnapatnam (CBIC), Orvakal (HBIC), and Kopparthy (VCIC), and over 48k acres of land bank.

Our 6 operational ports handle over 189 million tonnes of cargo annually, making us the second-largest contributor among nonmajor ports. Four new deepwater ports and seven upcoming airports are set to further boost our connectivity and trade capacity.

To harness this potential, we are heading towards the establishment of Andhra Pradesh Logistics Infrastructure Corporation (APLINC)- India’s first state-level logistics corporation. It integrates ports, airports, railways, and roads into a unified logistics ecosystem, enabling seamless cargo movement, digital tracking, and multimodal infrastructure. Through APLINC, we’re aiming to align with PM Gati Shakti and position Andhra Pradesh as a global logistics powerhouse.

With world-class infrastructure, investor-friendly policies, and ensuring speed of doing business, Andhra Pradesh is the preferred destination for global investment and international trade.

You have consistently championed technologydriven governance and accountability. In what ways is Andhra Pradesh harnessing digital tools and innovation to strengthen public finance and deliver more effective services to citizens?

Technology is the backbone of our governance transformation in Andhra Pradesh. We are harnessing digital tools not just to automate systems- but to reimagine how government serves people.

  •  Through Real-Time Governance (RTG) and a unified State Data Lake, we enable predictive analytics, smarter budgeting, and faster decision-making across departments.
  •  Our WhatsApp Governance initiative—Mana Mitra—makes 161 essential services accessible to citizens 24/7, a firstof-its-kind in India.
  •  We’ve launched APLINC, India’s first state logistics corporation, to reduce logistics costs and position Andhra Pradesh as the Gateway to the East.
  •  And now, with the Ratan Tata Innovation Hub (RTIH), we are building a hub-and-spoke innovation ecosystem across Amaravati, Visakhapatnam, Rajahmundry, Tirupati, and Anantapur. RTIH will nurture 20,000 startups, create 1 lakh jobs, and drive innovation in AI, biotech, clean energy, and advanced manufacturing.

We are here to build a governance model that is real-time, datadriven, and citizen-first-where every rupee is accounted for, and every service is delivered with speed, precision, and dignity.

Andhra Pradesh is advancing rapidly in infrastructure, industry, and services. How do you envision the state contributing to India’s aspiration of becoming a $5 trillion economy?

Andhra Pradesh is committed to playing a pivotal role in India’s journey toward a $5 trillion economy. Under our Swarnandhra Vision @2047, we aim to become a ₹308 lakh crore ($2.4 trillion) economy- contributing significantly to the national GDP.

Our approach is structured and data-driven, beginning at the mandal level and scaling up through constituency, district, and state-level planning. Sector-specific action plans have been developed to guide progress across key areas such as

1.Zero Poverty: Eradicate poverty through inclusive growth, welfare reforms, and community empowerment.

2. Skilling, Employment & Human Resource Development: Empower every family with at least one entrepreneur; build a globally competitive workforce.

3. Water Security: Ensure sustainable water management and drought-proofing through infrastructure and technology.

4. Farmer Empowerment & Agri-Tech: Promote precision agriculture, smart irrigation, and climate-resilient farming.

5. Global-Standard Logistics Infrastructure: Position AP as a logistics hub with multimodal connectivity and reduced logistics costs.

6. Energy & Fuel Cost Optimization: Expand renewable energy to 80 GW and reduce industrial energy costs.

7. Product Perfection: Enhance quality and competitiveness of goods and services to meet global standards.

8. Swachh Andhra: Achieve universal sanitation, clean cities, and sustainable waste management.

9. Deep Tech in All Walks of Life: Integrate AI, quantum computing, and emerging technologies into governance, education, healthcare, and industry.

10. Wellness &Happiness: Raise life expectancy to 85 years; promote holistic well-being and mental health.

Looking to the future, what key reforms and priorities will, in your view, define Andhra Pradesh’s next decade of transformation and secure its place as a leader in growth and governance?

The next decade will be transformative for Andhra Pradesh as we pursue the Swarnandhra Vision @2047—our roadmap to becoming a ₹308 lakh crore ($2.4 trillion) economy. Our priorities are clear, bold, and future-ready.

Key Reforms and Priorities

  • Zero Poverty & 100% Literacy: We aim to eradicate poverty within five years and achieve universal literacy by 2047.
  •  Industrial Growth & Deep Tech Integration: Every constituency will host an industrial park, powered by AI, DeepTech, and advanced manufacturing clusters.
  •  Green & Blue Economy: We’re investing in 80 GW of renewable energy and expanding maritime infrastructure to lead in clean energy and global trade.
  •  Smart Infrastructure & Connectivity: High-speed rail, mega ports, and integrated logistics corridors will connect economic hubs across the state.
  •  Entrepreneurship & Employment: Our goal is to empower every family with at least one entrepreneur and create lakhs of jobs through innovation hubs like RTIH.
  •  Water Security & Agri-Tech: Sustainable water management and precision agriculture will ensure food security and farmer prosperity.
  •  Governance & Accountability: Real-time governance, AIpowered public finance, and KPI dashboards will ensure transparency, efficiency, and citizen-first service delivery.
