As the District Magistrate of Giridih, the overarching governance vision is anchored in building a transparent, accountable, and citizen-centric administration. The district administration places strong emphasis on ensuring that governance outcomes are visible, measurable, and directly linked to improvements in human development indicators. Education, welfare delivery, public health, and law and order form the backbone of this governance framework.

A key administrative objective since assuming charge has been the strengthening of foundational governance structures. Rather than reactive administration, the district is steadily moving towards data-backed decision-making, streamlined processes, and reduced citizen friction. One of the significant steps in this direction has been the introduction of the Jan Samadhan Portal Giridih, a digital platform designed to institutionalise grievance redressal through a structured and time-bound mechanism. The portal has already received over 1,200 grievances, with a substantial proportion resolved, reflecting a clear commitment to responsive administration.

Administrative priorities also include reducing pendency at both district and block levels, enforcing financial discipline, and ensuring timely file movement. These measures are supported by strict monitoring protocols and a focus on stabilising routine service delivery. Leakages in scheme implementation are addressed through improved supervision and accountability mechanisms at the block and panchayat levels.
A distinctive feature of governance in Giridih is the emphasis on field-level oversight. Every Saturday is dedicated to field supervision by block-level officers, ensuring that service delivery challenges are identified and resolved on the ground rather than remaining confined to office files. This approach reinforces the district’s commitment to practical governance that is visible and effective at the last mile.

Social sector priorities centre on education, health, nutrition, and social security. The administration works towards improving learning outcomes, ensuring fully functional health centres, and delivering welfare entitlements without disruption. How is Giridih leveraging digital technologies to improve public service delivery and administrative efficiency? Could you share some successful digital initiatives undertaken in sectors such as revenue, health, education, or welfare services?
Digital governance has emerged as a critical enabler of administrative efficiency and improved service delivery in Giridih. The district has adopted multiple state and district- level digital platforms to simplify procedures, improve transparency, and reduce the need for citizens to make repeated visits to government offices.
The Jan Samadhan Portal Giridih serves as a single-window grievance redressal system, offering unique grievance identification numbers that allow citizens to track the status of their complaints. Department-level access ensures accountability and timely resolution. This system has brought transparency to grievance handling and has significantly reduced delays.
In the social welfare and nutrition sectors, digital tools such as the Poshan Tracker under Mission Poshan 2.0 enable real- time monitoring of children’s growth and nutritional status at Anganwadi Centres. This allows for early identification of malnutrition and ensures regular follow-up, immunisation, and counselling. The platform has strengthened coordination between the health and women and child development departments.
For administrative and citizen services, platforms such as JharSewa and JharBhoomi allow online applications for income, caste, and residence certificates, as well as access to land records and welfare entitlements. These services have substantially reduced physical interaction, improved turnaround times, and enhanced administrative efficiency.
Institutional coordination is further supported through state-level management information systems and dashboards that facilitate inter-departmental data sharing and scheme monitoring. Collectively, these digital initiatives have helped transform governance processes from manual and fragmented systems into integrated, technology-driven frameworks.
What steps has the district administration taken to ensure last-mile delivery of government services to remote and tribal areas? How is the administration enhancing transparency, grievance redressal, and citizen participation?
Ensuring equitable access to government services in remote and tribal areas remains a central focus of the district administration. Giridih has a significant population of Particularly Vulnerable Tribal Groups residing across several blocks. The administration has undertaken systematic identification of these communities and extended targeted welfare interventions to support their socio-economic development.
Last-mile service delivery is strengthened through Common Service Centres, banking correspondents, micro-ATMs, and regular outreach camps for Aadhaar enrolment and direct benefit transfer services. These measures ensure that essential services reach citizens who may otherwise face geographical and infrastructural barriers.
Social security schemes, including pensions and public distribution system benefits, are routed through verified bank accounts to ensure timely and transparent payments. Regular drives are conducted to address Aadhaar seeding, bank account corrections, and beneficiary verification, thereby reducing payment failures and delays.

These sectors provide both direct employment and opportunities for value addition. Mining of stone, mica, sand, and other minor minerals continues to be an important economic driver, while agriculture, horticulture, dairy, and rural markets contribute to income stability.
Livelihood generation strategies are built around convergence between schemes such as MGNREGA, the National Rural Livelihoods Mission, and agricultural programmes. This approach supports both wage employment and self- employment opportunities. Teacher support systems, updated teaching materials, and the establishment of modern science and information and communication technology laboratories have improved classroom practices.
School management committees and community engagement initiatives have strengthened accountability and encouraged attendance, particularly in remote areas. Coordination with panchayats and the provision of transport support for children with disabilities have further improved access. Looking ahead, the district’s priorities focus on strengthening infrastructure, expanding public services, and positioning Giridih as a stable economic and social hub. Tourism development is identified as a key growth area, with sites such as Khandoli and Usri Falls offering significant potential. Planned interventions include improved access roads, visitor facilities, safety infrastructure, and coordinated promotion.
Connectivity projects such as the Bengabad to Gandey bridge, rural road upgrades, and improved transport links to Parasnath aim to reduce travel time, enhance market access, and support tourism and commerce. Health infrastructure development remains a major priority, with the construction of a new district hospital designed to integrate diagnostics, maternal care, trauma services, and digital health facilities under one roof.
