Tourism has emerged as one of the fastest-growing sectors globally, acting as a vital engine of economic growth, job creation, and cultural preservation. In India, particularly in Andhra Pradesh, the government recognizes this transformative potential. Ajay Jain, Special Chief Secretary overseeing Tourism and Culture in the state, delivered an insightful address shedding light on the comprehensive strategies being employed to finance and boost the tourism sector. His speech, as outlined below, underscores the multi-stakeholder approach adopted to transform Andhra Pradesh into a leading tourism destination.
The tourism sector in Andhra Pradesh is receiving unprecedented attention and investment. Recognizing tourism as a viable and sustainable economic driver, the state has designated it with industry status. This pivotal shift enables access to incentives typically reserved for manufacturing and other formal industries, such as concessional utility rates, subsidies, and access to developed land.
State and central governments are keenly supporting these initiatives. The Andhra Pradesh government is offering 99-year leases on government lands at just 1% of the basic value, a move aimed at making land acquisition almost cost-free for investors. Moreover, the state offers substantial SGST reimbursements, capital subsidies ranging up to ₹40 crore, and stamp duty refunds, facilitating ease of doing business in this sector.
Central government schemes further complement these efforts. Various initiatives like the PRASAD Scheme for religious tourism, Swadesh Darshan for thematic circuits, and the new SASTI loan program offer significant funding and infrastructure support. These schemes are helping develop key sites like Ahobilam, Nagarjuna Sagar, and the Surya Lanka Beach.
Public-private partnerships (PPPs) form the cornerstone of tourism infrastructure development in the state. Private investors are encouraged to establish hotels, resorts, amusement parks, and convention centers. In many projects, equity and debt funding are facilitated by banks and private equity funds. The provision for 100% FDI under the automatic route in hospitality adds another layer of opportunity for both domestic and foreign investors.
To maximize outreach and engagement, tourism authorities are building experience centers that immerse tourists in Andhra Pradesh’s unique art forms, handicrafts, and cultural products such as Kondapalli and Etikoppaka toys and traditional sarees. These centers are not just tourist attractions but also livelihood hubs for local artisans and SHG women.
Special initiatives like the Home Stay Policy aim to scale up to 10,000 homestays, thus promoting cultural immersion while generating income for local communities. Additionally, models like ‘Adopt-a-Monument’ are being explored to encourage corporate participation in maintaining heritage sites, drawing inspiration from similar programs in Karnataka.
The government is also leveraging land bank revenues and exploring revenue-sharing models for prime properties in areas like Visakhapatnam to ensure continued income while funding non-viable but socially critical tourism initiatives like museums and cultural centers.
Future tourism in Andhra Pradesh doesn’t stop at beaches and temples. The state is driving innovation in adventure tourism, wedding destinations, heli-tourism, and business tourism (MICE). With rising disposable incomes and a youth population eager to explore, the demand side of tourism is stronger than ever.
