The Bihar government has approved the promotion of three senior IAS officers—Anand Kishor, K. Senthil Kumar, and H. R. Srinivasa—placing them in the Apex Pay Scale and elevating them to the rank of Additional Chief Secretary (ACS) across key departments, effective January 1, 2026.
The decision was taken on Monday, November 25, 2025, marking a significant administrative reshuffle in the Finance, Planning & Development, and Backward Classes & Extremely Backward Classes (BC/EBC) Welfare departments.
Those elevated include:
- Anand Kishor, Principal Secretary, Finance Department
- K. Senthil Kumar, Principal Secretary, Planning & Development Department
- H. R. Srinivasa, Principal Secretary, Backward Classes & Extremely Backward Classes Welfare Department
Anand Kishor (IAS:1996:Bihar)
A 1996-batch IAS officer and an AIR 8 UPSC topper, Anand Kishor holds B.Tech and M.Tech degrees in Electrical Engineering. He earlier served as District Magistrate of Nalanda and currently oversees the Bihar School Examination Board alongside his role as Principal Secretary, Finance. Kishor became widely discussed in 2022 after a video of a judge reprimanding him for his courtroom attire went viral, crossing over a million views.

- Senthil Kumar (IAS:1996:Bihar)
Senthil Kumar, an engineering graduate with B.E. and M.E. degrees in Power Systems Engineering, has held crucial administrative responsibilities across multiple departments in Bihar. Serving presently as Principal Secretary, Planning & Development, he is known for his expertise in policy planning and is proficient in English and Tamil.
- R. Srinivasa (IAS:1996:Bihar)
An engineering graduate in Electronics, H. R. Srinivasa currently heads the BC & EBC Welfare Department as Principal Secretary. He is highly regarded for his contributions to electoral governance and previously served as Chief Electoral Officer of Bihar in 2018. His experience spans key financial and revenue assignments, including Secretary, Finance (Resources) and roles within the Revenue Board.
