Elets Digital Innovation Summit, Leh

The Union Territory of Ladakh is set to host the Digital Innovation Summit 2025, organised by the Department of Information Technology, UT Administration of Ladakh, in collaboration with Elets Technomedia. Scheduled for tomorrow, 19th September 2025, at The Grand Dragon, Leh, the summit will bring together government leaders, policymakers, industry experts, and technology pioneers to deliberate on shaping India’s digital future.

With the majestic Himalayas as the backdrop, the summit promises to be a landmark gathering that will spotlight Digital India’s journey towards becoming a $1 trillion digital economy. The event will explore how emerging technologies can strengthen governance, accelerate citizen service delivery, and drive inclusive and sustainable development.

The Hon’ble Lieutenant Governor of Ladakh, Shri Kavinder Gupta, will grace the occasion as the Chief Guest. His vision for leveraging technology to strengthen Ladakh’s governance and economy will set the tone for the deliberations. Shashanka Ala, IAS, Administrative Secretary, Information Technology Department, Union Territory of Ladakh, will serve as the Programme Mentor of this event.

The central theme of the summit, “Digital India: Powering Progress with Purpose”, reflects the nation’s vision of leveraging technology not merely as a driver of growth but as an instrument of equitable transformation. It emphasises the creation of citizen-centric, secure, and resilient digital ecosystems that align with India’s long-term socio-economic goals. The theme also resonates strongly with Ladakh’s aspirations to integrate advanced digital solutions into governance while preserving its cultural and ecological heritage.

The day-long summit will feature a wide range of sessions covering key areas of innovation and governance. Discussions will focus on strengthening connectivity through initiatives such as BharatNet, 5G, and satellite internet, and on the localisation of national platforms like DigiLocker, eSanjeevani, UPI, and ONDC. Reinventing public service delivery for greater transparency, introducing data-driven social registries, and empowering grassroots governance through digital Panchayats will form another critical area of deliberation.

Equally important will be discussions on the role of artificial intelligence, the Internet of Things, and cloud technologies in unlocking new possibilities for governance, from real-time monitoring and predictive analytics to smart disaster management systems. The summit will also place significant emphasis on cybersecurity and digital trust, exploring strategies to safeguard mission-critical systems, adopt zero-trust frameworks, and enhance resilience through robust disaster recovery mechanisms. Concluding sessions will highlight the theme of “Tech for Good,” showcasing real-world innovations across health, education, rural development, agriculture, transport, and urban management that have transformed citizen services across India.

An eminent lineup of keynote speakers, senior bureaucrats, and policy leaders will enrich the discussions with their insights and experiences. Among the distinguished speakers are Dr. Pawan Kotwal, IAS, Chief Secretary, UT of Ladakh; Dr. Hari Om, IAS, Principal Secretary, Vocational Education and Skill Development, Government of Uttar Pradesh; Geromic George, IAS, Principal Director, Local Self Government Department, Kerala; Tashi Gyalson, Chief Executive Councillor, Ladakh Autonomous Hill Development Council; Dr. Rajkumar Upadhyay, CEO and Chairman Board, C-DOT, Government of India; G. Sreekanth, IAS, CEO and Commissioner, Aurangabad Smart City; Ghanshyam Thori, IAS, Special Secretary, Health and Family Welfare, Government of Punjab; and Rahul Ratnam Pandey, IAS, Director eGovernance, RDPR and Executive Director, Centre for Smart Governance, Karnataka. Their diverse perspectives and case studies from across India will add depth and practical relevance to the summit proceedings.

The summit will also bring together participants from central and state government departments, innovators and startups, technology leaders, public sector undertakings, and IT professionals. This diverse representation underscores the event’s role as a platform for knowledge exchange, networking, and collaboration across multiple sectors.
