
New Delhi, June 18, 2025 – In a pioneering step towards inclusive and accessible digital governance, the Government of Mizoram has signed a Memorandum of Understanding (MoU) with the Digital India BHASHINI Division (DIBD), Ministry of Electronics and Information Technology (MeitY). This strategic agreement aims to foster multilingual governance, digital empowerment, and preservation of the Mizo language and other native dialects through advanced language technologies.
The MoU was formalized in a ceremony held at MeitY’s office in New Delhi, graced by senior officials including Shri Khilli Ram Meena, IAS, Chief Secretary, Government of Mizoram; Shri Abhishek Singh, IAS, Additional Secretary, MeitY; Shri Amit Sharma, IAS, Secretary, ICT and Cooperation, Government of Mizoram; and Shri Amitabh Nag, CEO, Digital India BHASHINI Division.

This collaboration signifies a transformative shift in the state’s approach to governance, with a strong emphasis on linguistic inclusivity and cultural sensitivity. By leveraging BHASHINI’s technology platform, the Government of Mizoram is set to deliver citizen-centric services and information in Mizo and other regional languages, enabling easier access to government schemes and enhancing public engagement.

Shri Khilli Ram Meena, Chief Secretary of Mizoram, remarked, “This partnership with BHASHINI will make digital governance truly accessible to every Mizo citizen. By preserving our language while embracing technology, we are building a more inclusive digital future for Mizoram.”

Supporting this vision, Shri Abhishek Singh, Additional Secretary at MeitY, stated, “With this MoU, BHASHINI is proud to support Mizoram in enabling multilingual governance and fostering innovation rooted in the state’s linguistic diversity.”

Shri Amit Sharma, Secretary, ICT and Cooperation, Government of Mizoram, noted that the collaboration will revolutionise service delivery by ensuring tribal communities receive digital services in their native languages. Shri Amitabh Nag, CEO of DIBD, emphasised the co-creative nature of the partnership, stating that the initiative aligns governance, language, and technology for shared growth.
The MoU outlines several core objectives:
- Enhanced Citizen Services: Providing access to government resources in local languages.
- Inclusive Governance: Promoting participation by breaking language barriers.
- Digital Empowerment: Ensuring no citizen is left behind due to linguistic challenges.
- Development of AI Tools: Advancing Mizo language datasets and AI translation models for India’s multilingual digital ecosystem.
To support the implementation of this initiative, a BHASHINI Rajyam workshop will be held in Aizawl, bringing together key stakeholders from various departments for training, strategic planning, and the rollout of language technologies across government functions.
This agreement is a part of the broader Azadi Ka Amrit Mahotsav celebrations, reflecting the Government of India’s commitment to a digitally empowered and linguistically inclusive nation. It marks a forward-looking approach to governance, where every voice, in every language, is heard and valued.
