The Government of India has introduced a Concessional Local Pass to reduce toll expenses for eligible non-commercial vehicle owners living within 20 km of national highway toll plazas. The new provision will come into effect on November 1, 2026.

Under the scheme, eligible vehicle owners with a valid and functional FASTag can opt for an annual pass instead of the existing monthly pass. The pass will be valid only at the designated toll plaza and cannot be transferred to another location.
The annual fee is ₹1,500 for toll plazas outside municipal or local town limits. For plazas within these limits, the fee will be ₹3,000. The Central government may revise these rates every year, with any changes taking effect from April 1.

Availability and Eligibility:
However, the pass will not be available on national highways or expressways that follow a closed user-fee collection system. It will also not be issued at toll plazas where a service road or alternative route is available for local commuters.
Eligible commuters can obtain the Annual Local Pass at designated toll plazas from November 1, 2026. The facility will also be available through the Rajmargyatra App from December 1, 2026.

The government has notified the provision under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the National Highways Act, 1956.
According to the government, more than 13 crore FASTags have been issued across the country. The new pass aims to make travel more economical for residents and improve ease of commuting and ‘Ease of Living’ for people living near national highway toll plazas.
