The World Bank has called on developing countries to accelerate the adoption of artificial intelligence (AI), saying the technology has the potential to transform public services and drive faster economic development. In its latest World Development Report 2026: The Promise of Artificial Intelligence, the global institution said AI could help countries improve healthcare, education and governance while narrowing long-standing development gaps.
The report highlights the need for governments to invest in digital infrastructure, skills and institutional capacity to fully harness the benefits of AI.
AI Can Fast-Track Development
According to the World Bank, artificial intelligence offers developing economies an opportunity to achieve progress at a much faster pace than traditional development models.

The report suggests that AI could enable countries to accomplish in a decade what might otherwise take generations, provided they adopt the technology strategically and address existing barriers.
Rather than relying solely on large and expensive AI systems, the report encourages the use of affordable, locally adapted AI solutions that can respond to specific national and regional needs.
Improving Public Services
The World Bank believes AI can significantly improve the delivery of essential public services.
In healthcare, AI tools can support faster diagnosis, better patient management and improved access to medical services. In education, technology can help personalise learning and expand access to quality educational resources.
The report also highlights AI’s potential to strengthen judicial services, administrative processes and citizen-centric governance by making systems more efficient and accessible.
Bridging the Digital Divide
While highlighting AI’s opportunities, the World Bank cautioned that many developing nations still face challenges that could limit its adoption.
The report identifies reliable electricity, internet connectivity, digital infrastructure, skilled human resources and strong institutions as key areas that require attention.
Governments are encouraged to invest in these foundations to ensure that AI benefits are shared widely and do not widen existing inequalities.
Call for Swift Government Action
World Bank Senior Vice President and Chief Economist Indermit Gill described artificial intelligence as a major opportunity for developing economies.
He said AI provides countries with a chance to accelerate development and improve public services, but stressed that governments must act quickly to create the right environment for innovation and technology adoption.
According to the report, timely policy reforms and investments will play a crucial role in determining how effectively countries can leverage AI for long-term growth.

The World Development Report 2026 presents AI not only as a technological advancement but also as a tool for inclusive development.
By encouraging affordable innovation, building digital capabilities and strengthening institutional frameworks, the report suggests that developing countries can use AI to improve service delivery, boost productivity and create new economic opportunities.
