The Haryana government has carried out a major administrative reshuffle, transferring 13 Indian Administrative Service (IAS) officers and three Haryana Civil Services (HCS) officers with immediate effect. The latest exercise includes new appointments, additional responsibilities, and the withdrawal of several extra charges to streamline governance and improve administrative efficiency across departments and districts.


The transfer orders, issued by Chief Secretary Anurag Rastogi (IAS: 1990 batch), also declare the posts of Municipal Commissioners of Faridabad and Rohtak as equivalent to the Senior Scale of the Indian Administrative Service (IAS).

Pankaj Yadav Entrusted with Water Resources Authority Charge


One of the key changes in the reshuffle is the assignment of an additional responsibility to Pankaj Yadav (IAS: 1997 batch). Currently serving as Principal Secretary, Cooperation Department, Principal Secretary, Public Health Engineering Department, and Principal Resident Commissioner at Haryana Bhawan, New Delhi, he has now been given the additional charge of Chairperson, Haryana Water Resources Authority against a vacant post until further orders.


Meanwhile, Apoorv Kumar Singh (IAS: 1991 batch), Additional Chief Secretary, Higher Education Department and Public Works (Buildings & Roads) Department, has been assigned the additional charge of the Architecture Department.

Divisional Commissioners Relieved of Additional Responsibilities


The government has also rationalised the responsibilities of several senior officers by withdrawing additional portfolios.

Sanjay Joon (IAS: 2003 batch) will continue as Commissioner, Faridabad Division, and Chairman, Mewat Development Agency, Nuh, but has been relieved of the additional charge of Director General and Secretary, Sainik and Ardh Sainik Welfare Department.

Similarly, Ravi Prakash Gupta (IAS: 2007 batch) will continue as Commissioner, Gurugram Division, while relinquishing the additional responsibility of Secretary, Urban Estate Department.

Rajiv Rattan (IAS: 2008 batch), Commissioner, Karnal Division, has also been relieved of the additional charge of Director General, Science and Technology Department.

Changes in Municipal Administration

The reshuffle includes important changes in municipal administration across Haryana.

Dhirendra Khadgata will continue as Commissioner, Municipal Corporation, Faridabad, and Chief Executive Officer, Faridabad Smart City Limited. However, he has been relieved of the additional responsibility of Special Secretary, Environment, Forests and Wildlife Department.

The government has also declared the posts of Commissioner, Municipal Corporation, Faridabad, and Commissioner, Municipal Corporation, Rohtak, as equivalent to the Senior Scale of the IAS under Rule 12(1) of the IAS (Pay) Rules, 2016.

Shakti Singh Receives Additional Responsibility

Shakti Singh, Managing Director of the Haryana State Federation of Cooperative Sugar Mills, has been entrusted with the additional charge of Director, State Audit Department, a newly created post.

Deputy Commissioners Relieved of Extra Charges

To enable focused administration, several Deputy Commissioners have been relieved of their additional responsibilities.

Sachin Gupta, Deputy Commissioner, Rohtak, Administrator, HSVP, Rohtak, and Additional Director, Urban Estate, Rohtak, has been relieved of his additional charges as Additional Secretary, Irrigation and Water Resources Department, and Managing Director, Haryana State Minor Irrigation and Tubewells Corporation (HSMITC).

Similarly, Aparajita, Deputy Commissioner, Kaithal, has been relieved of her additional responsibility as Additional Secretary, Fisheries Department.

Satyender Duhan Appointed Municipal Commissioner, Rohtak

Satyender Duhan has been appointed Commissioner, Municipal Corporation, Rohtak, and District Municipal Commissioner, Rohtak. He will continue to serve as Director, Skill Development and Industrial Training Department, and Additional Secretary, Skill Development and Industrial Training Department.

He replaces Narendra Kumar as Municipal Commissioner, Rohtak.

Saloni Sharma and Samwartak Singh Khangwal Get Revised Responsibilities

Saloni Sharma, Commissioner, Municipal Corporation, Karnal, has been assigned the additional charge of District Municipal Commissioner, Karnal against a vacant post.

Meanwhile, Samwartak Singh Khangwal, Additional Secretary and Director, Information Technology, Electronics and Communication Department, has been relieved of the additional responsibility of Director, State Council of Educational Research and Training (SCERT), Gurugram. He will continue to serve in his existing roles within the Information Technology, Electronics and Communication Department.

District-Level Administrative Changes

Among district-level officers, Abhinav Siwach, Sub-Divisional Officer (Civil), Bahadurgarh, has been relieved of his additional responsibility as District Municipal Commissioner, Jhajjar.

Changes Among HCS Officers

The reshuffle also covers three Haryana Civil Services officers.

Tarun Kumar Pawaria, Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Mahendragarh, has been relieved of his additional charge as Joint Secretary, Foreign Cooperation Department.

Sushil Kumar-IV, Chief Executive Officer, Zila Parishad, Yamunanagar, and Chief Executive Officer, District Rural Development Agency (DRDA), Yamunanagar, has been relieved of the additional responsibility of Joint Registrar (Administration), Cooperative Societies, Haryana.

Meanwhile, Gaurav Chauhan, Joint Commissioner, Municipal Corporation, Panchkula, has been given the additional charge of Land Acquisition Officer, Panchkula, replacing Chanderkant Kataria.

The latest reshuffle reflects the Haryana government’s effort to streamline administrative functioning by reducing multiple additional responsibilities held by senior officers while ensuring vacant and strategically important positions receive focused leadership. The exercise is expected to improve coordination, strengthen governance, and enhance service delivery across departments, municipal bodies, and district administrations.
