Tapasya Raghav

Tapasya Raghav, a 2013-batch IAS officer of the AGMUT cadre, has been appointed as Deputy Secretary in the Department of Higher Education under the Ministry of Education for a period of four years.

The appointment places her in a key administrative position within India’s higher education system, where she will contribute to policy implementation, institutional coordination and the advancement of education reforms across the country.

Key Role in Higher Education Administration

The Department of Higher Education plays a central role in shaping India’s academic and educational landscape. It is responsible for formulating policies, coordinating with higher educational institutions and overseeing programmes aimed at improving access, quality and innovation in higher education.

As Deputy Secretary, Tapasya Raghav will be part of the administrative framework that supports the implementation of national priorities in the education sector. The role serves as an important link between policymaking and on-ground execution, ensuring that government initiatives are effectively translated into outcomes.

Supporting Education Reforms

The position comes at a time when India’s higher education sector is undergoing significant transformation driven by the implementation of the National Education Policy (NEP) 2020.

Depending on the allocation of responsibilities, the role may involve work related to academic reforms, institutional governance, faculty development, student welfare initiatives, digital education programmes and research promotion.

The Department is also actively engaged in strengthening quality standards, improving access to higher education and encouraging innovation across universities and technical institutions.

Coordination with Key Educational Institutions

The Department of Higher Education works closely with some of the country’s leading educational and regulatory bodies. These include institutions responsible for maintaining academic standards, promoting research and facilitating the growth of higher education across disciplines.

Administrative officers at the Deputy Secretary level often coordinate with central universities, technical institutions and premier educational establishments while supporting policy execution and programme monitoring.

The role requires close collaboration with various stakeholders to ensure the smooth implementation of government initiatives and reforms.

Focus on Research, Innovation and Digital Learning

In recent years, higher education governance has assumed greater importance due to the increasing emphasis on research, innovation, digital learning and internationalisation of education.

The Department has been working on initiatives related to technology-enabled learning, academic credit systems, skill-oriented education and research ecosystems aimed at enhancing India’s global academic competitiveness.

Officials at the Deputy Secretary level play a crucial role in monitoring programmes, facilitating institutional coordination and supporting the implementation of these initiatives.

Broad Administrative Responsibilities

Apart from academic policy matters, the position also involves responsibilities related to administrative coordination, project monitoring and inter-departmental collaboration.

These may include handling policy documents, reviewing centrally sponsored programmes, coordinating with state governments, monitoring institutional performance and supporting decision-making processes within the Ministry.

Such responsibilities contribute to ensuring that education-related programmes and reforms are implemented efficiently and in line with national objectives.

Strengthening India’s Higher Education Ecosystem

Tapasya Raghav’s appointment comes as India continues to focus on modernising its higher education system and expanding opportunities for students through policy reforms, digital transformation and research-driven growth.
