In a major push to modernise infrastructure, the Uttarakhand government has announced a ₹74,100 crore master plan to transform roads and connectivity across the state over the next five years. The initiative focuses on improving rural access, easing urban traffic, strengthening tourism links, and enhancing road safety.
Rural Roads to Get All-Weather Upgrade
A large share of the investment—₹55,000 crore—will be used to convert 5,735 km of unpaved rural roads into all-weather paved routes. This move is expected to benefit over 8 lakh people, especially in remote and hilly regions, by improving year-round access to villages.
Officials believe better road connectivity will not only ease daily travel but also support local economies, healthcare access, and education.
Major Push to Ease Urban Traffic
To tackle congestion in growing cities, ₹12,000 crore has been allocated for urban infrastructure upgrades. In Dehradun, plans include elevated corridors, ring roads, and tunnel-based bypass systems, particularly in the Rispana–Bindal region.
These projects aim to reduce travel time and make commuting smoother for residents.
Tourism and Industrial Growth in Focus
The plan also looks at strengthening Uttarakhand’s tourism and economic potential. Around ₹1,350 crore will be spent on projects such as the Manaskhand Temple Circuit in Kumaon and a scenic ring road around Tehri Lake to promote tourism.
At the same time, better road links to industrial hubs in Udham Singh Nagar and connections to major corridors are expected to boost business activity.
Stronger Bridges and Safer Roads
Infrastructure improvements include upgrading 1,200 bridges to higher standards, repairing weak structures, and building new bridges worth ₹1,500 crore. The government also plans to phase out temporary trolley systems and replace them with permanent bridges by 2030.
Road safety has been given special attention, with ₹4,250 crore earmarked for landslide protection, safer road design, and modern safety systems.
Phased Plan for Long-Term Impact
The master plan will be implemented in phases, covering rural roads, tourism connectivity, urban upgrades, bridge development, and safety measures. Authorities also plan to use modern technologies to ensure efficient execution.

A Step Towards Better Connectivity
