In a significant administrative move, the Appointments Committee of the Cabinet (ACC) has approved a major reshuffle at the Additional Secretary level, impacting 27 senior officers across ministries and departments. The decision reflects the government’s continued effort to strengthen leadership at the top tier of policymaking and administration.
The reshuffle brings together officers from diverse services, batches, and cadres, placing experienced administrators in crucial roles that directly influence governance and policy execution.
Among the key appointments, Puneet Kansal has been named Additional Secretary in the Ministry of Civil Aviation, while Mona K Khandar takes charge in the Department of Social Justice & Empowerment. Faiz Ahmed Kidwai moves to the Department of Personnel & Training, with Vir Vikram Yadav stepping in as Director General of Civil Aviation, marking an important transition in India’s aviation leadership.
In the agriculture and research space, Gyanendra D Tripathi has been appointed Additional Secretary in the Department of Agricultural Research & Education and Secretary of ICAR. Meanwhile, Vishal Gagan will serve as Secretary in the Central Information Commission, reflecting the importance of transparency and information governance.
Urban and regional planning also see changes, with N Gulzar appointed as Member Secretary of the National Capital Region Planning Board. In the energy sector, Diwakar Nath Misra has been moved to the Ministry of Power, while Debasish Prusty takes charge in the Department of Financial Services.
The Prime Minister’s Office sees continuity with Sridhar Chiruvolu being elevated as Additional Secretary, while Arti Kanwar joins the Ministry of Textiles in a key leadership role. In commerce, Darpan Jain has been elevated as Additional Secretary, alongside Yashvir Singh, strengthening the department’s strategic capacity.

The Ministry of Home Affairs has also seen key changes, with Anuj Sharma and Lokhande Prashant Sitaram appointed as Additional Secretaries, reflecting the importance of internal security and administrative coordination.
In sectors linked to agriculture, health, and cooperation, officers like Ankita Mishra Bundela, Vijay Nehra, and Siddharth Jain have been elevated within their respective departments. Neetu Kumari Prasad has been appointed Additional Secretary in the Department of Revenue, taking over from Diwakar Nath Misra.
Financial and advisory roles have also been strengthened with appointments such as Meenaxi Rawat in the Ministry of Environment, Forest and Climate Change, Nigar Fatima Husain in Commerce & Industry, and Aparna Bhatia in Consumer Affairs. Hari Har Mishra joins the Department of Financial Services, while Ansuman Pattanaik has been appointed to the Ministry of Corporate Affairs.
In the mining sector, Veena Kumari Dermal has been appointed Additional Secretary, highlighting the government’s focus on natural resource management.
Additionally, two officers—Sarita Chauhan Chand and Pankaj Yadav—have been elevated in-situ to the rank of Additional Secretary, recognising their contributions and experience.
This reshuffle is more than a routine administrative exercise. It reflects a broader effort to place capable and experienced officers in positions where policy meets implementation. For citizens, these changes may seem distant, but they play a crucial role in shaping how effectively government decisions translate into real-world impact.
