Bridging Infrastructure Gaps Through Technology
In 2017, before the current state government took office, healthcare access in Uttar Pradesh was severely limited. The conversations during the summit emphasized how technology played a critical role in reforming essential services like public food distribution, pensions, and basic healthcare. For example, the introduction of e-POS machines at fair price shops curtailed widespread corruption in ration distribution, uncovering 30 lakh fake ration cards and ensuring rightful access for the needy.
In healthcare, artificial intelligence and digital tools are helping overcome personnel shortages and infrastructure deficits. Particularly highlighted were changes brought forth during the COVID-19 pandemic. Before the outbreak in 2020, many districts in Uttar Pradesh lacked ICU beds, oxygen plants, and essential diagnostic services. Virtual ICUs were successfully operated during the pandemic using trained personnel and digital tools, a model now being expanded to other areas.

Tools based on predictive analytics are being implemented to identify patterns in disease outbreaks and help prevent infections such as tuberculosis. AI-driven surveillance and data analysis facilitated the near-eradication of encephalitis in the eastern regions of Uttar Pradesh, where previously hundreds of children died annually.
Digital platforms are also being used to automate pension disbursements to over 1.06 crore beneficiaries. The implementation of Direct Benefit Transfer (DBT) and Jan Dhan accounts has eliminated corruption and delays in pension delivery, providing ₹1,000 per year directly into beneficiary accounts every three months.
This has led to tangible improvements in metrics like maternal mortality rate (MMR) and infant mortality rate (IMR). The state’s healthcare system is evolving into a learning health system—where data collected in real time helps continuously improve health delivery models.
Expanding Medical Education and Training Infrastructure
Uttar Pradesh has witnessed a tremendous surge in its medical education facilities. From only 40 medical colleges in 2017, the number has increased to 81 today, along with the establishment of two AIIMS institutes. These institutions are not just increasing access to healthcare professionals but are also deeply embedded into the training infrastructures needed for modern healthcare services such as AI application, diagnostics, and emergency care.
The government also initiated partnerships for better training and skilling through collaborations with IIT Kanpur, SGPGI Lucknow, and global institutions. Centers of Excellence in AI, MedTech, and innovation-driven entrepreneurship are under development, aiming to create an innovation ecosystem within the healthcare sector.

Digital infrastructure is the backbone of AI-enabled services. The state is rapidly building data centers, improving digital public infrastructure, and supporting cloud-based health data systems. It’s the first state in India to partner with the World Bank to implement AI in agriculture services.
