T.C.A. Kalyani, a 1991-batch officer of the Indian Civil Accounts Service, has today taken over the helm as the new Controller General of Accounts (CGA) in the Department of Expenditure, Ministry of Finance. She becomes the 29th officer to hold this prestigious post, bringing with her an impressive portfolio of over 34 years in government service. 

Throughout her distinguished career, Kalyani has played vital roles across multiple ministries, including Defence, Telecom, Fertilizers, Finance, Social Justice & Empowerment, Information & Broadcasting, and Home Affairs. Notably, her leadership was pivotal in implementing the Direct Benefit Transfer (DBT) scheme to facilitate fertilizer subsidies directly to farmers, marking a significant stride toward digitization and financial inclusion in Indian governance.

Kalyani’s remit stretches beyond the central government. Her work with Mahanagar Telephone Nigam Limited (MTNL) led to the modernization of services with online payments and kiosk technology, improving customer experience and digital transformation. She also made an impact on the turnaround of Fertilizer Corporation of India Limited, showcasing her ability to drive organizational recovery and strategic change.

Before stepping into the role of CGA, she served as Principal Chief Controller of Accounts in the Ministry of Home Affairs, overseeing the budgeting and accounting processes for one of the government’s largest ministries. Her tenure in this capacity was marked by robust fiscal discipline and innovation in financial management.

As CGA, Kalyani will be responsible for establishing sound accounting systems, preparing fiscal analyses, reconciling government cash balances with the Reserve Bank of India, and ensuring the disbursement of pensions through public sector banks. Her appointment is widely expected to infuse fresh momentum into India’s public financial management architecture. With her extensive experience and a passion for leveraging technology, Kalyani is set to enhance innovation, transparency, and accountability in government accounting, reaffirming the nation’s commitment to fiscal reforms and modernisation.
