Punjab: 15 Officers Reassigned, Bhawna Garg Appointed Principal Secretary Jails

The Government of Punjab has transferred and posted 15 IAS, IFS, and PCS officers across various departments and districts. The orders, issued by Chief Secretary K.A.P. Sinha (1992-batch IAS officer) under the direction of the Governor, take immediate effect.

Bhawna Garg (1999-batch IAS officer) has been appointed as Principal Secretary, Jails, relieving Jaspreet Talwar of the additional charge. Senu Duggal (2012-batch IAS officer), currently MD, Sugarfed, assumes additional charge as MD, Punjab Financial Corporation under the Industries & Commerce Department. Ravinder Singh (2017-batch IAS officer) will now also serve as Additional Secretary, Social Justice, Empowerment & Minorities, along with Labour. Navjot Kaur (2018-batch IAS officer) continues as Additional Secretary, Personnel, and has been given additional responsibility as Director, Colonisation.

IFS Transfers


S.P. Anandh Kumar (2003-batch IFS officer) continues as Special Secretary, Sports & Youth Services, with additional charge of Forest & Wildlife Preservation. Sanjeev Kumar Tiwari (2007-batch IFS officer) is posted as Chief Conservator of Forests (Hills) and assigned roles in the Department of Tourism and Cultural Affairs, Virasat-e-Khalsa, and Punjab Tourism Development Corporation. Formal posting orders for the CCF (Hills) role will be issued separately by the Forest Department.

PCS Transfers


Jagjit Singh (2011-batch PCS officer) has been promoted as Additional Director, Industries & Commerce, with additional charge as Additional Secretary, Planning. Amaninder Kaur (2012-batch PCS officer) has been appointed Additional Deputy Commissioner (General), Jalandhar, replacing Aparna M.B., IAS. Amarbir Kaur Bhullar (2012-batch PCS officer) is posted as ADC (General), Hoshiarpur. Anmol Singh Dhaliwal (2012-batch PCS officer) continues as ADC (Urban Development), SAS Nagar, and also assumes the role of Additional Chief Administrator-2, GMADA. Shikha Bhagat (2012-batch PCS officer), ADC Khanna, will additionally serve as Additional Chief Administrator-2, GLADA, Ludhiana.

Rajpal Singh (2012-batch PCS officer) is appointed Joint Secretary, Freedom Fighters. Deepankar Garg (2020-batch PCS officer) becomes Deputy Secretary, General Administration & Coordination, replacing Kiran Sharma. Kiran Sharma (2020-batch PCS officer) is now Secretary, PSSSB and Director, SCERT, Punjab. Sukhpinder Kaur (2023-batch PCS officer), currently Deputy Secretary, Vigilance, has been assigned additional charges as Deputy Secretary and Controller, Printing & Stationery, replacing Rajpal Singh.

The reshuffle reflects the state government’s continued efforts to enhance administrative efficiency and strengthen governance frameworks across departments.
