
In a significant bureaucratic reshuffle in Manipur, 13 IAS officers have been transferred, as per an official notification, amidst ongoing President’s Rule in the state following months of ethnic unrest. Among the major changes, Tourism Director Pooja Elangbam has been appointed as the Deputy Commissioner (DC) of Bishnupur district, replacing L Bikram, who will now head the Tourism Department. Thoubal DC A Subash Singh has been assigned as Additional Secretary of the Home and Personnel Departments and will also serve as Director of Institutional Finance.
Hannah Kahmei, Joint Secretary of the Public Health Engineering (Veterinary) Department, has been posted as the new Thoubal DC. Ranjan Yumnam, earlier Director of Institutional Finance, has taken over as Additional Secretary in the PHE Department. Luckysom Ngamsha, Joint Secretary (Textiles), will now lead the Tribal Affairs and Hills Department as its Director.
In a swap of key roles, Transport Director Nivedita Lairenlakpam has been named DC of Imphal East, while incumbent DC Khumanthem Diana will now serve as Transport Director. Tengnoupal DC Krishna Kumar has been elevated to Special Secretary (Power), with Saurabh Yadav, Joint Secretary (Transport/Power), taking over as the new Tengnoupal DC.
Robert Singh Kshetrimayum, Secretary to Manipur Lokayukt, will take on additional responsibilities as Secretary of Minor Irrigation. ADC Kakching U Chaitanya has been moved to the role of SDO Waikhong.

This reshuffle comes in the wake of President’s Rule imposed on February 13 after the resignation of Chief Minister N Biren Singh. The Manipur Assembly, with a term until 2027, remains under suspended animation as the state continues to reel from ethnic violence that has claimed over 260 lives and displaced thousands since May 2023.
