
Chandigarh, May 1, 2025: In a significant move coinciding with International Labour Day, the Government of Haryana officially launched the “Department of Future,” an initiative aimed at enhancing strategic foresight and long-term planning for the state’s development. The establishment of this department marks a pioneering effort, believed to be the first of its kind among Indian states.
According to a government notification issued on May 1, two senior IAS officers have been appointed to newly created posts within the department. Amneet P. Kumar, a 2001-batch IAS officer of the Haryana cadre, has been designated as Commissioner and Secretary of the Department of Future. Dr. Aditya Dahiya, a 2011-batch IAS officer, has been appointed as Director. Both officers will retain their current portfolios alongside their new responsibilities. Kumar currently serves as Commissioner and Secretary in the Departments of Fisheries and Archives, while Dr. Dahiya continues as Special Secretary in the Departments of Personnel & Training and Parliamentary Affairs.
The Department of Future was announced by Chief Minister Nayab Singh Saini during his budget speech in March 2025. Designed as a strategic think-tank for Haryana, the department is expected to analyze global trends, forecast risks, and frame policies to ensure the state’s sustainable growth. Although the official notification did not elaborate on its precise mandate, senior government officials indicated that the department’s focus will span critical areas such as climate change adaptation, technological advancements like artificial intelligence and automation, and economic resilience.
“This innovative step places Haryana at the forefront of proactive governance in India,” a senior official commented. “The objective is to foresee challenges before they escalate into crises and to seize emerging opportunities effectively.”

The department is anticipated to work in close coordination with other government branches, conducting research and integrating forward-looking strategies into the state’s governance framework. It aims to prepare Haryana for future scenarios shaped by environmental, technological, and socio-economic changes.

Praveen Attrey, media secretary to Chief Minister Saini, highlighted the uniqueness of the initiative. “Haryana is the first state in India to conceptualise and establish such a department. While countries like Singapore, Finland, and the UAE have similar agencies focusing on future readiness, this is a pioneering move within the Indian federal structure,” he stated.

The appointments have sparked considerable interest within the administrative circles, with many officials expressing curiosity about the department’s detailed framework and future agenda. While the groundwork has been laid with the appointment of Kumar and Dahiya, further announcements are awaited regarding the department’s specific projects and operational roadmap.
