
In a historic move, Uttarakhand has become the first state in independent India to implement the Uniform Civil Code (UCC), effective January 27, 2025. Despite opposition from certain political parties and religious groups, the state government, led by Chief Minister Pushkar Singh Dhami, has fulfilled its promise of introducing this landmark reform.
“All preparations have been completed to implement the UCC, including getting approval of the rules for the implementation of the Act and training of officials,” said Dhami. He called the UCC an offering from the state in the prime minister’s vision to transform India into a developed, harmonious, and self-reliant nation.
The Congress, however, criticised the move. Party spokesperson Abhishek Singhvi described it as “an attempt to fast-track the process” and likened it to a pilot project implemented without a national consensus.

The UCC in Uttarakhand applies to all residents except Scheduled Tribes and certain protected groups, standardising laws for marriage, divorce, succession, and live-in relationships across all religions. Key provisions include:

- A uniform marriageable age: 21 years for men and 18 years for women.
- A ban on polygamy and ‘halala’.
- Mandatory marriage registration within 60 days, with online facilities for ease of access.
- Provisions for registering pre-2010 marriages and those solemnized outside Uttarakhand, subject to legal compliance within six months.
The law also introduces flexibility for Soldiers, Air Force personnel, and Mariners to create special wills during expeditions or warfare. It lays out a streamlined process for creating and revoking wills under testamentary succession.
