Karnataka, often referred to as the “Silicon Valley of India,” is at the forefront of the nation’s efforts to establish a globally competitive ecosystem for Global Capability Centers (GCCs). India is home to over 1,700 GCCs, with Karnataka accounting for more than 30% of these centers. Bengaluru alone hosts over 500 GCCs, making it the top city for global companies to establish their technology and business support centers. These centers employ over 600,000 professionals in fields such as software development, research and development (R&D), customer support, and financial services.

In September 2024, Karnataka unveiled the draft Global Capability Centres (GCC) Policy 2024-2029, aiming to attract 500 new centers by 2029. This initiative makes Karnataka the first state in the country to launch a dedicated GCC policy to attract investments in the growing sector. The policy aims to create 350,000 new jobs and generate an economic output of $50 billion.

Key features of the policy include financial incentives, tax reliefs, and infrastructure support, helping companies enhance operational efficiency and lower costs while maintaining global competitiveness. Companies establishing or expanding their GCCs in Karnataka can access benefits such as:

  • Capital Investment Subsidy: A subsidy of up to 25% on capital investments, encouraging technology upgrades and R&D-focused spending.
  • Infrastructure Grants: Provision for infrastructure development grants up to ₹50 million, supporting companies in establishing high-quality physical and digital infrastructure.
  • Workforce Development and Training: In partnership with premier institutes, Karnataka offers subsidies for skill development in emerging fields like data science, artificial intelligence (AI), and machine learning (ML), which are core competencies for GCCs.

Building Digital and R&D Capacity: Karnataka’s Focus on Future-Ready Talent

Karnataka’s success in nurturing GCCs hinges on its robust talent pool, making it a destination of choice for businesses seeking specialized skills in digital transformation. The state accounts for over 35% of India’s GCC workforce, with Bengaluru contributing the majority.

The Karnataka Skill Development Corporation (KSDC), in collaboration with industry bodies, has introduced programs to upskill thousands of students annually in digital technology skills. Initiatives like the ‘FutureSkills PRIME’ program, supported by the Ministry of Electronics and Information Technology, further enhance Karnataka’s workforce’s tech readiness. By 2025, Karnataka aims to have at least 100,000 digitally certified professionals, helping GCCs gain a competitive edge with industry-aligned skills in cloud computing, cybersecurity, and analytics.

A Global Leader in Innovation

Karnataka’s GCC ecosystem has evolved into a strategic hub for innovation and R&D. With more than 100 R&D-focused GCCs, the state is recognized as a global R&D center, particularly in fields such as software, biotechnology, and engineering. The state government has established Centers of Excellence (CoEs) in domains like AI, cybersecurity, and biotechnology, facilitating R&D efforts and ensuring access to cutting-edge infrastructure.

Notable companies have expanded their R&D centers in Karnataka to explore emerging fields, including quantum computing and AI-driven healthcare. The Karnataka Innovation Authority, created by the state government, further supports this ecosystem by providing grants and facilitating collaborations between industry, academia, and startups, fostering a culture of innovation that is essential for GCCs focused on R&D.

Digital Infrastructure and Smart City Initiatives

In addition to talent development and policy incentives, Karnataka’s investments in digital infrastructure have solidified its position as a GCC hub. Bengaluru’s inclusion in the Smart City Mission has led to significant upgrades in digital connectivity, data analytics infrastructure, and transport solutions, reducing congestion and improving livability, which is vital for attracting and retaining top talent.

According to the Karnataka State Department of Electronics, IT, BT, and S&T, these initiatives include a planned 5G rollout in all major business districts by 2025 and deploying AI-driven urban solutions, making Bengaluru a testbed for smart city technology. These advancements create a fertile ground for GCCs in the Internet of Things (IoT), big data, and AI, as companies leverage the infrastructure to pilot new technologies and solutions.
