Sutirtha Bhattacharya, IAS, Chairman of WEBEL, at the 2nd National Emerging Technology Summit, West Bengal, held on 22nd November 2024, spoke about the impact of IT, ITeS, and ICT on global transformation. “All of you are aware that IT, ITeS, and ICT are agents of change. If any technology has accelerated the process of change, IT is undoubtedly one of them,” he said while delivering the welcome address at the summit.
Opportunities Created by Technology for the Youth
Bhattacharya especially discussed the opportunities they create for youth. He informed that these technologies have provided access to resources and enabled connections that were not possible before. They also support communication across borders and empower underserved communities.
- Jobs: IT and ITeS sectors create jobs in software, data analytics, and more. Remote work and freelancing are also increasing.
- Skills: Online courses and certifications help young people learn new skills. Many focus on emerging areas like AI and blockchain.
- Entrepreneurship: ICT gives tools to build startups, launch apps, and reach global investors.
- Social Impact: Youth use digital platforms for volunteering, advocacy, and collaborations.
- Inclusion: Rural youth and those with disabilities gain access to education and job opportunities through digital tools.
West Bengal’s Approach to Building Technology Infrastructure
“I am sure when Maxwell and Einstein were developing their equations, they never imagined they would give rise to this kind of science or that the world would become such a rapidly evolving ecosystem. In this context, the state of West Bengal is introducing several proactive policies with the public interest in mind,” he stated. West Bengal has taken several initiatives to support IT, ITeS, and ICT.
- Building Infrastructure: The state has set up IT parks and hubs like the Silicon Valley Tech Hub in Kolkata. These offer infrastructure to attract companies. Financial incentives like tax benefits and subsidies are also provided.
- Supporting Startups: Through Startup Bengal, the state supports young entrepreneurs. It provides funding, mentoring, and access to incubators. Hackathons and grants encourage innovation in areas like AI and IoT.
- Training and Education: West Bengal partners with institutions to offer technical education. Programs focus on IT skills and digital literacy. These ensure the workforce is ready for industry demands.
- E-Governance: The state uses digital platforms to improve public services. E-district services and grievance systems make processes faster. Programs in rural areas focus on reducing the digital divide.
- AI and Emerging Technologies: The government invests in AI research and pilot projects. These projects aim to improve sectors like healthcare and agriculture.
- Regional Growth: Efforts are being made to expand broadband and ICT tools to rural areas. Small businesses receive support to adopt technology and improve operations.
- Sustainability: Green IT practices are encouraged. Women’s participation in ICT is also a focus through targeted programs.
Talking about the next steps, Bhattacharya said, “With your active collaboration and guidance, whether through WEBEL, the state of West Bengal, or the nation as a whole, we will achieve a synergy of progress and forward-thinking ideas that will take us ahead and build our capacity to deal with disruptive technologies.”
