India is taking bold strides towards a sustainable future, proactively addressing its environmental challenges and
aiming for a cleaner, greener tomorrow. In a landmark move, the country has launched the National Green Hydrogen Mission (NGHM) under the Ministry of New and Renewable Energy (MNRE), signalling a significant push towards renewable energy solutions. With CO2 emissions exceeding 2.88 billion metric tons annually, this mission represents a crucial effort to curb emissions and reduce the nation’s carbon footprint.
NGHM is not just following the trend—it’s setting the stage for a transformative shift towards a cleaner, more resilient future. By 2030, the mission is expected to produce the following outcomes:
- India’s Green Hydrogen Production Capacity will reach at least 5 Million Metric Tons (MMT) annually.
- Renewable Energy capacity addition of ~125 GW
- Total investments to reach ₹8 lakh crore
- Creation of over 6 lakh full-time jobs
- Nearly 50 MMT per annum of CO2 emissions expected to be averted
GUJARAT – THE GREEN HYDROGEN DESTINATION OF INDIA
India has positioned itself as a global leader in green hydrogen production, with Gujarat emerging as the nation’s hub for this sustainable energy source. In January 2024, Gujarat’s Hon’ble Chief Minister, Shri Bhupendra Patel, announced the state’s key initiatives and ambitious targets in green hydrogen, solidifying its commitment to driving this transformative industry.
Key Initiatives and Targets:
- Green Hydrogen Production: The state has set a target to produce 3 MMT per annum of green hydrogen by 2030. This ambitious goal positions the state as a pivotal player in India’s green hydrogen landscape.
- Land Allocation: Recognising the need for substantial land resources, the state Government has allocated 2 lakh hectares of wasteland in the Kutch and Banaskantha districts specifically for green hydrogen production. These regions are known for their abundant solar and wind resources, making them ideal locations for green hydrogen projects.
- Financial Commitment: According to CMO Gujarat’s data, the state has committed ₹200 billion over the next five years to support the growth of the green hydrogen sector. This significant financial allocation will be used for infrastructure development, research, and development, as well as providing incentives to encourage the production of electrolysers, a critical component in the hydrogen production process.
- Incentives for Electrolyser Production: The state government has also introduced incentives to boost the state’s production of electrolysers. These incentives are designed to attract investments from domestic and international companies, further strengthening the state’s position as a leader in the green hydrogen industry.

The state’s vision for sustainable energy development, particularly in green hydrogen and renewable initiatives, is backed by collaborations with major private companies. These partnerships help drive investments, technological innovation, and large-scale infrastructure projects like hydrogen and ammonia production hubs. Private
players like Reliance Industries, Larsen & Toubro, and others are critical in implementing state policies and achieving the ambitious targets set by the state government. By working together, the state ensures the timely and effective completion of renewable energy projects, aligning with India’s broader clean energy goals.
WELSPUN
Welspun Group has announced an investment of ₹400 billion in the state to develop green hydrogen and ammonia production facilities, says PTI reports. This investment includes establishing large-scale infrastructure for green
hydrogen production utilising renewable energy sources. The project aims to produce 500,000 tonnes of green hydrogen annually and is part of Welspun’s broader commitment to renewable energy and sustainable industrial
practices. The ammonia produced through this project is expected to play a crucial role in the fertiliser industry and
other sectors, reducing dependency on fossil fuels. Welspun’s investment also includes the development of storage and transportation infrastructure, positioning the state as a key hub in the Indian hydrogen economy.
ESSAR GROUP
Essar Group has announced an investment of ₹300 billion to establish a green hydrogen plant in the state, aligning with India’s decarbonisation goals. This plant will leverage state’s renewable energy potential to produce green hydrogen used in industries like steel, refineries, and fertilisers. The project is expected to produce around 400,000 tonnes of green hydrogen annually, significantly contributing to India’s hydrogen production capacity. Essar’s investment focuses on building production and distribution infrastructure, creating an ecosystem that scales green hydrogen usage across multiple industries.

$12 BILLION GREEN HYDROGEN HUB INITIATIVE
Reliance Industries is leading a consortium of Indian companies, including Larsen & Toubro, Greenko, and Welspun New Energy, to develop a massive $12 billion green hydrogen hub in the state. The project will focus on green hydrogen and ammonia production at the Port of Kandla. With the most significant investments in Indian green
hydrogen projects so far, the hub has potential to outsize all others in scale.
Gujarat’s commitment to the National Green Hydrogen Mission exemplifies the state’s forward-thinking approach and is a significant step towards India’s goal of becoming a global leader in green hydrogen production. With clear targets, substantial financial commitments, and strategic land allocations, the state is well on its way to becoming the Green Hydrogen Hub of India.
