In a major bureaucratic reshuffle in Punjab, as many as 14 IAS officers have been transferred in the state. The order was issued by the Governor of Punjab today. The order came days after the cabinet ministers, ministers of state and ministers of state (independent charge) took charge of the departments in the Lok Sabha.

Seema Jain, (1991-Batch) Principal Secretary, Governance Reforms & Public Grievances has been given the additional post of Principal Secretary, Higher Education & Languages, against a vacant post.

Dipinder Singh, 1997-Batch officer has been allotted additional post of Commissioner, Gurdwara Elections, Punjab, against a vacant post. At present, Singh is Elections Secretary.


Rahul Tiwari, 2000-Batch officer, has been named the Secretary, Employment Generation & Training and in addition Mission Director, Punjab Skill Development Mission. At present, Tiwari is the Commissioner cum Director, Employment Generation and Training, and in addition Nodal Officer, Anti Drug Abuse Campaign (Department of Home).

Vijay Namdeorao Zade (2002-Batch) is slated to be appointed as Secretary, Punjab State Agricultural Marketing Board. He would continue to hold the post of Secretary, Expenditure, Department of Finance. Earlier, he was also holding the post of Managing Director, Punjab Agro Industries Corporation Ltd and Managing Director, Punjab Infrastructure Development Board.


Ravinder Kumar Kaushik, another 2002-Batch officer has been named Commissioner, Faridkot Division, Faridkot, against a vacant role. He will continue to hold the current post as Secretary, Power & New and Renewable Energy Sources. Prior to this rejig, Kaushik held the additional post as Commissioner, Roopnagar Division, Roopnagar.

2003-Batch officer Rajat Agrawal, has been given the additional charge as Managing Director, Punjab Infrastructure Development Board. He would continue to hold the posts of Chief Executive Officer, Punjab Bureau of Investment Promotion and MD, Punjab INFOTECH and in addition, Director, Information Technology.

Kavita Singh, Additional Chief Electoral Officer, Punjab, has been posted as Chief Administrator, Greater Mohali Area Development Authority, SAS Nagar by the Department of Housing and Urban Development. The 2004-Batch officer is also named Director, Town and Country Planning.

Dr Basant Garg, 2005-Batch officer, has been posted as Director, Employment Generation and Training and in addition, Mission Director, Ghar Ghar Yojana. At present, he is the Special Secretary, Revenue & Rehabilitation and in addition Director, Land Records, Settlement, Consolidation & Land Acquisition, Jalandhar.

Sibin C (2005-Batch), Additional Chief Electoral Officer, Punjab, has been named the Director, Industries and Commerce, Punjab, and in addition, Special Secretary, Industries and Commerce.

Gurpreet Kaur Sapra, another 2005-Batch officer, who was the Deputy Commissioner, SAS Nagar and in addition Special Secretary, Programme Implementation, has been allotted the posts of Director, Social Security and Development of Women & Children. In addition, she has been named Special Secretary, Social Security and Development of Women & Children.

Manjit Singh Brar (2007-Batch), Director, Industries and Commerce, and in addition Managing Director, Punjab Alkalis and Chemicals Ltd along with Special Secretary, Industries and Commerce, has been allotted additional charges as MD, Punjab Agro Industries Corporation Ltd and in addition Mission Director, Food Processing.  He has been relieved from the role of Director, Industries and Commerce.

Bhupinder Singh, another 2007-Batch officer has been given the additional role of Member Secretary, Punjab State Backward Classes Commission along with his current posts, Executive Director, BACKFINCO and Special Secretary, Rural Development & Panchayats and Member Secretary, Pnjab State Scheduled Castes Commission.

Rupanjali Karthik, 2008-Batch officer has been posted as Special Secretary, Revenue & Rehabilitation and in addition, Director, Land Records, Settlement, Consolidation & Land Acquisition, Jalandhar.

Girish Dayalan (2011-Batch) has been named Deputy Commissioner, Mohali, along with additional charge as Director, Civil Aviation. Along with holding the post of Civil Aviation Director, Dayalan was also the Additional Principal Secretary to the Chief Minister of Punjab and in addition, Chief Executive Officer, Punjab Bureau of Investment Promotion.
