The Cabinet that met recently under the chairmanship of Chief Minister Mufti Mohammad Sayeed ordered following transfers and postings in the State administration. IAS Raj Kumar Goyal, under orders of repatriation from the Government of India, has been posted as Principal Secretary to the Government, Home Department, relieving B.R. Sharma of the additional charge of the post. Also, IAS officer Dheeraj Gupta, has been posted as Commissioner/Secretary to the Government, Relief and Rehabilitation Department. He shall also be the Chief Executive Officer, Project Monitoring Unit of the World Bank Project. Another IAS officer, namely, Asgar Hassan Samoon, Commissioner/Secretary to the Government, Agriculture Production Department, has been transferred and posted as Divisional Commissioner, Kashmir, replacing Gazzanfar Hussain.

IAS Navin Kumar Choudhary, under orders of repatriation from the Government of India, has been posted as Commissioner/Secretary to the Government, Finance Department, relieving B.B. Vyas of the additional charge of the post. Gazzanfar Hussain, IAS, Divisional Commissioner, Kashmir, has been transferred and posted as Commissioner/Secretary to the Government, General Administration Department, vice Mohammad Ashraf Bukhari. Hirdesh Kumar, IAS, who was awaiting orders of posting in the General Administration Department, has been posted as Secretary to the Government, Technical Education, Youth Services and Sports Department, vice Khurshid Ahmad Shah. He shall also be the Administrative Secretary, Information Technology Department.

IAS officer Mohammad Ashraf Bukhari, also Commissioner/Secretary to the Government, General Administration Department, has been transferred and posted as Commissioner/Secretary to the Government, Agriculture Production Department vice Asgar Hassan Samoon. Vineeta Gupta IAS, Secretary to the Government, Cooperatives Department, has been transferred and posted as Officer on Special Duty in the General Administration Department.

IAS officer Satesh Nehru, Secretary to the Government, Consumer Affairs and Public Distribution Department, has been transferred and posted as Secretary to the Government, Animal & Sheep Husbandry Department. He will be replacing Ashok Kumar Parmar, who shall await further orders in the General Administration Department. Satesh Nehru shall also be the Administrative Secretary, Science & Technology Department. IAS Mandeep Kumar Bhandari, Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, under orders of transfer as Secretary to the Government, Relief and Rehabilitation Department, with additional charge of the post of Chief Executive Officer, Project Monitoring Unit of the World Bank Project, has been transferred and posted as Secretary to the Government, Health and Medical Education Department, vice Shantmanu who may await further orders in the General Administration Department.

Another IAS Nirmal Sharma, Excise Commissioner, J&K, has been transferred and posted as Director, J&K Institute of Management, Public Administration and Rural Development, relieving Mohammad Ashraf Bukhari, of the additional charge of the post. Also, IAS officer Khurshid Ahmad Shah, Secretary to the Government, Technical Education, Youth Services and Sports Department, has been transferred and posted as Secretary to the Government, Department of Rural Development and Panchayati Raj, replacing Mr. Shafaat Noor Barlas.

IAS officer Saurabh Bhagat, Secretary to the Government, Information Technology and Science & Technology Department, has been transferred and posted as Secretary to the Government, Consumer Affairs & Public Distribution and Tribal Affairs Department. IAS officer Hilal Ahmad Parray, Director, Urban Local Bodies, Kashmir, has been transferred and posted as Secretary to the Government, Cooperatives Department, vice Vineeta Gupta. Dilshad Khan, IAS, and Transport Commissioner, J&K, has been transferred and posted as Commissioner of Enquiries, against an available vacancy. IAS Tsering Angchok, Director, Handlooms, J&K, has been transferred and posted as Excise Commissioner, J&K, vice Nirmal Sharma.

Ajeet Kumar Sahu, IAS andDeputy Commissioner, Jammu, has been transferred and his services be placed at the disposal of the Shri Mata Vaishno Devi Shrine Board for his appointment as Chief Executive Officer, SMVDSB, vice Mandeep Kumar Bhandari. Salma Hamid, IAS and Additional Commissioner in the office of Divisional Commissioner, Kashmir, has been transferred and posted as Vice-Chairperson, Srinagar Development Authority, vice Mohammad Saleem Shishgar. Yasha Mudgal, Deputy Commissioner, Udhampur, has been transferred and posted as Director, School Education, Jammu, vice Simrandeep Singh. Simrandeep Singh, Director, School Education, Jammu, has been transferred and posted as Deputy Commissioner, Jammu, vice Ajeet Kumar Sahu. Shahid Iqbal Choudhary, IAS, Deputy Commissioner, Kathua, has been transferred and posted as Deputy Commissioner, Udhampur, vice Yasha Mudgal.

Parvez Iqbal Khateeb, IAS and Director, Technical Education Department, J&K, has been transferred and posted as Transport Commissioner, J&K, vice Dilshad Khan. Mohammad Aijaz IAS, Sub-Divisional Magistrate, Khansahib, has been transferred and posted as Deputy Secretary in the Chief Minister’s Secretariat. Showkat Ahmad Zargar, KAS, has been posted as Director, Technical Education Department, J&K, vice Parvez Iqbal Khateeb. Furthermore, Ali Raza, KAS, under orders of transfer as Project Director, DRDA, Kargil, has been transferred and posted as Secretary in the Tribal Affairs Department.

KAS Mohammad Hussain Malik, also Deputy Commissioner, Poonch, has been transferred and posted as Secretary to the Chief Minister. Also, KAS Jahangir Mir, Special Secretary to the Government, Social Welfare Department, has been transferred and posted as Director General, Youth Services and Sports, vice Navin Kumar Aggarwal, who shall report to the Home Department for further orders. KAS Mohammad Saleem Shishgar, Vice-Chairman, Srinagar Development Authority, has been transferred and posted as Special Secretary to the Government, Social Welfare Department. Dr. G.A. Bhat, Director General, Fire and Emergency Services, J&K, has been transferred and posted as Secretary (Technical) in the Home Department, vice R.S. Sodhi. R.S. Sodhi, Secretary (Technical) in the Home Department, has been transferred and posted as Director General, Fire and Emergency Services, J&K, vice Dr. G.A. Bhat. KAS Ajay Singh Jamwal, Additional District Development Commissioner, Udhampur, has been transferred and posted as Deputy Commissioner, Kathua, replacing Shahid Iqbal Choudhary. Ghulam Nabi Balwan, KAS and Director, Rural Development, Jammu, has been transferred and posted as Secretary, J&K State Information Commission, vice Manohar Lal Raina. Gazanffer Ali, KAS and Director, Social Welfare, Kashmir, has been transferred and posted as Director, Handicrafts, J&K, against an available vacancy.

Also, KAS Rajesh Sharma, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, has been transferred and posted as Director, Handlooms, J&K, vice Tsering Angchok. Mohammad Harun Malik KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Srinagar, has been transferred and posted as Director, Agriculture, Kashmir. Nisar Ahmad Wani KAS, Special Secretary to the Government, Public Works (R&B) Department, has been transferred and posted as Deputy Commissioner, Poonch, vice Mohammad Hussain Malik. KAS Manohar Lal Raina, Secretary, J&K State Information Commission, has been transferred and posted as Director, Rural Development, Jammu, replacing Ghulam Nabi Balwan.
