e-Governance yet to become SMART in eastern India

The simple, moral, accountable, responsive and transparent (SMART) objective of e-Governance in the Indian state Orissa is yet to be flfilled  although the State Government is claimed to have computerised tehsils and block-level administration and has initiated the process of computerisation of land records.

The Government decision-making process currently, is non-participatory. The Government initiative to set up IT kiosk in rural areas to provide universal services to all citizens by disseminating information has not found desired support from nationalised commercial banks. Although the 'e' in the e-Governance is here to stay, the required planning and use of people friendly ICT and the implementation need to start from the top level of the administration is still not visible in the state.
