The Haridwar Roorkee Development Authority (HRDA) is going to implement Enterprise Resource Planning (ERP) software for ensuring complete solution for the organisation. It will help in identifying illegal construction and land records digitisation, says Dr Brijesh K Upadhayay, System Administrator, HRDA, in conversation with Souvik Goswami of Elets News Network (ENN).

How is Haridwar Roorkee Development Authority using IT for service delivery?

The Haridwar Roorkee Development Authority (HRDA) is committed to deliver hassle-free service to people using IT services. We have initiated to use online map approval system from July, 2017. HRDA accepts digital application for map approval and carries out every step digitally. Finally, people can track their application online and get digital print of sanctioned map. We are also going to accept compounding, group housing and layout digitally soon. Currently, we are also doing digitising work of HRDA Nazool records, Property records and sanctioned Layout records. This digitising work will help to protect HRDA records safe from natural disasters.


What are your plans in terms of using more new-age technologies to help HRDA function better?

HRDA is going to implement Enterprise Resource Planning (ERP) software for ensuring complete solution for the organisation. The ERP solution will help us in identifying illegal construction and land record’s digitisation. With the help of ERP every Junior Engineer (JE) can put data of illegal construction site using mobile application with geo-referencing coordinates and site photograph.


Using ERP solution HRDA will help in ensuring paperless work. How do you want to collaborate with tech solution providers?

We are planning to collaborate with world-class IT companies having good experience of Government IT solutions. We are looking for IT companies having expertise in record digitisation and ERP solution.

What are your plans for HRDA’s tech overhaul for MahaKumbh 2021?

HRDA is planning to create a techfriendly environment in MahaKumbh 2021. Our focus is on the Smart Card, CCTV surveillance, GPS location tracking of every officer of Kumbh, crowd management using software, Geo-tagging of every ATM, hospital, fire station, police station, route map, automatic vehicle registration on every entry point of Haridwar.
