Linking the Hills

Deepak-KumarOur focus is mainly on connectivity and the citizen services. Like most of the states, Uttarakhand also has State Wide Area Network (SWAN). The first thing we did to remove the choking between district and the state is to increase the bandwidth to 2.5 times. These days we are working to integrate the districts with the National Knowledge Network (NKN) so that every district to state connectivity increases by 100 mbps or 1gbps wherever it is available. On the ground reality, the different offices of the Government of Uttarakhand, we are connecting all the offices on horizontal connectivity, we have vertical pops very less in number.

We have 13 districts, 95 blocks. Further, each and every treasury office in Uttarakhand is online. We have met the Government of India and requested them and they have also asked every state taht this NOFN Project that the Government of India started few years back, which has been renamed now as BharatNet, every district to village will be connected on the optical fibre network. The main focus of a State like Uttarakhand where geographically it is very difficult to go ahead, we qare trying our best to get the connectivity to all the offices of the Government and with that connectivity, we are providing the citizen services which are being given not only by the Government centres, but through the PPP mode and CSCs.

The main citizen services that are being provided are: income certificates, caste certificates, permanenet residency certificate, solvency certificate, character certificate, among others. Moreover, every family has to have one digitally literate person, so that task is being done by CSCSPV. Thus, a number of capacity-building programmes are also being launched through the IT Department.
