Bihar, India shows smart card way to cleaner rural job scheme

Around 170 men and women in two villages of Bihar (India) would be the first to be registered as members of the National Rural Employment Guarantee programme (NREG), India through a foolproof biometric verification device.

The state government has created a permanent database of the workers. The Rural Development Department of Bihar will link it to NREG process which will give a job card or a smart card to every member. The panchayat would only need to implement a fool-proof registration and verification process. The cost of the biometric device is about INR 20,000 and cost of a laptop computer is INR 25,000.
